    When the experts were suggesting to lockdown, he thought that the Military knows better and listen to their advise ISO the professionals.
    The current Army Commander being kept as the Head of the unit to fight this virus explains his over-reliance on the military.

    USA reported 32,284 new cases with 1,321 new deaths during last 24 hours their highest so far per day

    Italy & France continue to report deaths in excess of 750 still

    France recorded 23,060 new cases, their highest so far, with another 1,120 new deaths

    UK had 684 new fatalities, their highest for a day so far, and now have more deaths than China

    Vietnam Covid-19 research takes contact tracing to new level as Sri Lanka expands Coronavirus testing

    ECONOMYNEXT – Sri Lanka has expanded Coronavirus tests leading to several new patients being found officials said, as Vietnam researchers have shown how to close gaps in current Covid-19 contact investigations by tracing up to three generations of contacts of a confirmed case and testing two.

    Some Coronavirus patients do not show symptoms.

    “Recently we started testing samples of persons who have come into contact with confirmed patients,” Anil Jasinghe head of Sri Lanka’s Health Service said.

    “In the future we hope to increase this number to find out whether there are more infected persons.”


    Sri Lanka’s military chief Shavendra Silva said 10 persons were discovered in Puttalam, after 19 likely contacts who had been closely associated with a patient was tested.

    Sri Lanka found one infected person in the First Wave arrivals from China, had has found 158 infections after Wave II started from European countries that did not block or quarantine ‘healthy’ arrivals from China, or trace contacts during Wave I.

    Sri Lanka started contact tracing early along with Vietnam, before community transmission became widespread, and are making progress in preventing wider community transmissions

    The disease is going viral in most countries and they are at stages where contact tracing no longer makes sense.

    Researchers from Vietnam, where tens of thousands had been quarantined and tested during Wave II after successfully halting community transmission from the Wave I from China, have identified gaps in current process in an article to be published in the news issue of the International Journal of Tuberculosis and Lung Disease (IJTLD), released online under a fast-tracking process.

    As of April 02, Vietnam had confirmed 239 Coronavirus patients, 90 had recovered and been released. None had died up to April 03.

    Among the recovered is a 72 year old Wave I patient from China, with a history of complications.

    Vietnam had tested 75,219 and excluded 17,700 persons, after multiple tests.

    The authors from the Woolcock Institute of Medical Research, Hanoi, Viet Nam; Sydney School of Medicine, Faculty of Medicine and Health, The University of Sydney, Australia, supported by others in Laos say at least three generations of contacts have to be traced and two tested to successfully kill community transmission.

    T A Nguyen, Q N Cuong, A L T Kim, T N Huong, H N Nguyen, G J Fox, G B Marks, say once a patient had been identified (F0), the next generation should be tested and another two generations traced.

    “First, three generations of contact (F) with COVID-19 cases should be traced to offer timely testing if the previous contact generation is found positive,” they wrote.

    “This algorithm starts with the first generation (F1) who are close contacts of the index case (F0).

    “All F1 contacts should be tested for SARS-CoV-2 regardless of symptom presentation.

    “F1 individuals who are asymptomatic or have two negative tests 24 hours apart should be quarantined for 14 days.”

    “F2 contacts should self-isolate at home and be monitored by public health units. If F1 tests positive, we recommend that F3 contacts should also be identified.

    “When the previous F becomes positive, the next one will be informed to follow the contact management procedure.”

    Quarantine persons should also be tested twice before being released, the researchers say.

    “Inappropriate quarantine discharge could occur among patients who have an initial negative test for SARS-CoV-2 and may subsequently test positive,” they said.

    Sri Lanka had not been testing everyone in quarantine like in Vietnam, but asks every person released from quarantine to self-quarantine for another 14 days at home.

    Like Sri Lanka, Vietnam started to quarantine Wave II arrivals from selected countries starting from Italy, and later made quarantine mandatory for all arrivals when it became evident that it had spread to all countries that had not been tracing contacts in Wave I.

    Thousands of Vietnamese who live or study abroad also returned home, including a one person who returned in an executive jet from UK and had since recovered, were quarantined.

    Vietnam welcomed 18 million tourists in 2019 and 1.9 million tourists in December 2019.

    Vietnam had 73,925 persons in home quarantine or surgical lockdown over 38,000 in military run quarantine centres free of charge or fee paying hotels (premium quarantine) before all arrivals were stopped when the country ran out of space. (Colombo/Apr04/2020)

    Government: No total lockdown but current restrictions to continue over New Year

    ECONOMYNEXT – The authorities will not enforce a total lockdown but the current restrictions imposed on travel will remain until the end of the Sinhala and Tamil New Year, the government said.

    A statement issued by the Presidential Secretariat said “except for the few districts identified as high risk zones where the most number of COVID-19 patients were found, the spread of the virus at present does not pose a threat to other districts. Therefore, there is a possibility that the current restrictions imposed on these districts could be lifted by the end of the Sinhala New Year season.”

    A decision as to the next step will be considered after further studying the situation, it added.

    These decisions were arrived at a discussion held by President Gotabaya Rajapaksa with officials from the Ministry of Defence and the Government Medical Officers Association (GMOA).

    GMOA President Dr Anuruddha Padeniya had told the meeting that the government’s timely actions from “when this virus first entered the country helped manage to keep the situation under control.”

    It was observed that except for the few districts identified as high-risk zones where the most number of COVID-19 patients were found, the spread of the virus at present does not pose a threat to other districts. Therefore, there is a possibility that the current restrictions imposed on these districts could be lifted by the end of the Sinhala New Year season.”

    This came as the number of case rose sharply by 19 to 166 as the authorities carried out more testing in areas such as Akurana, Jaffna, Puttalam and Beruwela. Of ten people tested in Jaffna, 3 were found to be positive, Director-General of Health Services Dr. Anil Jasinghe said.

    Police Spokesman DIG Ajith Rohana said that the rumours that the government was planning to impose a “total lockdown” were not true. He said the police were investigating the social media postings that spread the rumour.

    “This is a calculated effort to spread panic among people and place unnecessary pressure on food stocks,” he said. (Colombo, April 5, 2020)

    Sri Lanka Coronarus curfew to continue, break for most districts Monday

    ECONOMYNEXT – Sri Lanka has declared another work-from-week from Monday April 06, while curfew will be lifted in most districts from 0600h to 1400h, the office of the President said.

    “The curfew imposed in the districts of Colombo, Gampaha, Kalutara, Puttalam, Kandy and Jaffna which have been identified as High Risk Zones will continue until further notice,” the President’s office said.

    In all other districts, curfew will be lifted at 6.00am tomorrow, Monday the 6th and will be re-imposed at 2.00 pm on the same day. The re-imposed curfew will continue until further notice.”

    “The week from tomorrow, Monday the 6th April to Friday, the 10thApril has been declared a period of work from home for the public as well as the private sector institutes.”

    Traveling to and from all districts has been completely prohibited except for the purpose of providing essential services.
    Sri Lanka had confirmed 167 Covid-19 cases by 1530hours Sunday, the health ministry said. (Colombo/Apr05/2020)

    Sri Lanka Coronavirus rapid tests for 27,000 contacts urged by GMOA, Covid-19 count 171

    ECONOMYNEXT – Sri Lanka’s Government Medical Officers Association has urged the Health Ministry to screen contacts of confirmed patients using so-called rapid tests, which will quickly identify cases and help quell Covid-19 faster.

    Sri Lanka’s total Coronavirus count went up to 171 on Sunday.

    Several countries have developed test kits which detect antigens in the blood of patients about 5 days after they get the disease, GMOA media spokesman Samantha Ananda told Sri Lanka’s Derana TV.

    Some rapid give results as fast as 15 minutes. Sri Lanka is currently conducting quantitative Reverse Transcription Polymerase Chain Reaction, or qRT-PCR from the phlegm of patients taken from the throat. Positive results depend on the viral load so tests are repeated.

    Ananda said Sri Lanka’s Health Ministry has told the doctors union 700 to 1,000 PCR tests can be conducted each day, but only about 200 odd were being done.

    “More than diagnosing this can be used to quickly identity patients who can be directed for PCR tests,” Ananda said.

    “The best way to control the disease at the moment is to test the contacts of confirmed patients. At the moment there are about 27000 persons in home quarantine.”

    “If we can do the test in a cost effective way – from information we have got its is about 800 rupees a rapid test that we mentioned – then we can identify them early and reduce complications.

    “Then we can stop the infections going to others.”

    Anil Jasinghe, head of Sri Lanka’s Health Service had said that the rapid tests were being checked or ‘validated’ to find whether they were effective or suited to the island.

    “Even the World Health Organization has asked this to be done,” Ananda said. “Even the President and the Health Minister has asked that this be done.

    He said the test kits had been submitted for validation several days ago and four days was ample time to do so. We cannot understand who is blocking this. It is very unfortunate.”

    Researchers from Vietnam, where tens of thousands had been quarantined and tested during Wave II after successfully halting community transmission from the Wave I from China, have closed gaps in current contact investigation process in an article to be published in the news issue of the International Journal of Tuberculosis and Lung Disease (IJTLD), released online under a fast-tracking process.

    The authors from the Woolcock Institute of Medical Research, Hanoi, Viet Nam; Sydney School of Medicine, Faculty of Medicine and Health, The University of Sydney, Australia, supported by others in Laos say at least three generations of contacts have to be traced and two tested to successfully kill community transmission


    First, three generations of contact (F) with COVID-19 cases should be traced to offer timely testing if the previous contact generation is found positive,” they wrote.

    “This algorithm starts with the first generation (F1) who are close contacts of the index case (F0).

    “All F1 contacts should be tested for SARS-CoV-2 regardless of symptom presentation.

    “F1 individuals who are asymptomatic or have two negative tests 24 hours apart should be quarantined for 14 days.”

    “F2 contacts should self-isolate at home and be monitored by public health units. If F1 tests positive, we recommend that F3 contacts should also be identified.

    “When the previous F becomes positive, the next one will be informed to follow the contact management procedure.”

    Quarantine persons should also be tested twice before being released, the researchers say.

    “Inappropriate quarantine discharge could occur among patients who have an initial negative test for SARS-CoV-2 and may subsequently test positive,” they said.

    In Sri Lanka at least one person who was released from quarantine may have contracted the diseases after released as tests were not done before release. (Colombo/Apr05/2020)

    ECONOMYNEXT – Sri Lanka’s health authorities are reporting nine new cases of COVID 19 raising the total infected since the outbreak to 175.

    Media reports say one of the infected is a 4-year old child admitted to the Negombo Base hospital.

    Three of the patients are at the Homagama base hospital which now has a special section for COVID 19 patients.

    Virus tide turns in Europe as US girds for ‘Pearl Harbor’ moment

    AFP – Europe’s hardest-hit nations saw some tentative signs of hope in the fight against the coronavirus Monday but the United States braced for its “Pearl Harbor moment” as the country’s death toll raced towards 10,000.

    The virus has infected virtually every corner of the planet, confining nearly half of humanity to their homes and turning life upside down for billions on a deadly march that has claimed nearly 70,000 victims.

    Queen Elizabeth II delivered only her fourth emergency address in a 68-year reign to urge Britain and Commonwealth nations to “remain united and resolute” as Prime Minister Boris Johnson was hospitalised with the disease.

    But there was cause for cheer in some European hotspots, with Italy reporting its lowest death toll in two weeks, Spanish fatalities dropping for the third straight day and France seeing its fewest dead in a week

    The curve has started its descent and the number of deaths has started to drop,” said top Italian health official Silvio Brusaferro, adding the next phase could be a gradual easing of a strict month-long lockdown.

    In Spain, nurse Empar Loren said: “The situation is more stable. The number of patients in intensive care is not growing much anymore, and we are starting to discharge quite a few.”

    At a field hospital set up at a Madrid conference centre, staff applauded whenever a patient was healthy enough to be sent home.

    Builder Eduardo Lopez, 59, gave a “10/10” rating to the staff who cared for him “with tenderness and a great dose of humanity”.

    – ‘9/11 moment’ –

    But while the curve was bending in Europe, there was little sign of let-up in the United States, where the death toll approached 10,000 and authorities warned worse was around the corner.

    “This is going to be the hardest and the saddest week of most Americans’ lives, quite frankly,” US Surgeon General Jerome Adams told Fox News.

    “This is going to be our Pearl Harbor moment, our 9/11 moment, only it’s not going to be localised.”

    The death toll in hardest-hit New York state rose to 4,159, Governor Andrew Cuomo said, up from 3,565 a day prior.

    It was the first time the daily toll had dropped but Cuomo said it was too early to tell whether that was a “blip.”

    Images from New York showed medics in protective gear wheeling bodies on stretchers to refrigerated trailers repurposed as makeshift morgues.

    The effective mothballing of the global economy is beginning to hit hard with analysts warning poverty levels will spike with millions of jobs lost despite unprecedented stimulus programmes.

    And in the southern Italian city of Naples, a street artist lowered a “solidarity food basket” from his balcony, hollering “If you can, put something in. If you can’t, take something out.”

    “We started by putting a piece of bread, a bag of pasta, a box of peeled tomatoes,” said English-language tutor Teresa Cardo, who also lowered a basket.

    “And two hours later, the basket was completely full.”

    Latest COVID 19 patient is Tuk-tuk driver

    ECONOMYNEXT – Two more COVID 19 patients were reported today, taking the total reported to 178 since the outbreak Director-General Health Services Dr Anil Jasinghe said.
    The first is a Three-wheeler driver from Jaela and “he has had many contacts and at present he is being interviewed and we are trying to trace his contacts,” he said.
    The other person is a woman from the Puttalam area and we are tracing her contacts as well, Jasinghe said.
    We are conducting more tests for COVID 19, at least three times the number that used to be done before.
    We are planning to increase the number of tests and a plan is in place.
    Jasinghe said that currently the testing is done under PCR and the Health Department is trying to validate the Rapid Test.
    “At present we have not found that that Rapid Test is not up to standard and as soon as we get test kits that are acceptable we will begin to use them” Jasinghe said. (Colombo, April 6, 2020)

    Sri Lanka invites indigenous medical practitioners to help fight COVID-19; GMOA chief recommends “dum elleema” to contain spread

    ECONOMYNEXT – As Sri Lanka’s confirmed COVID-19 cases reach the 180s, the government has invited indigenous medical practitioners to explore “alternative” medical solutions to the global pandemic.

    A group of over 60 such practitioners met health officials at the National Operation Centre for Prevention of COVID-19 Outbreak (NOCPCO) in Rajagiriya on April 5 to discuss traditional Sri Lankan remedies.

    The discussion was chaired by Health Minister Pavithra Wanniarachchi, a Sri Lanka Army press release said.

    “A presentation, submitted by Ayurvedic practitioners explained how indigenous medical practices could be applied in the treatment of this deadly epidemic and other associated preventive measures, inclusive of the conduct of precautionary, curative and post -treatment phases of the indigenous practices, etc,” the army said.

    Officials have urged the assembled practitioners to “find an alternative indigenous medicine at the earliest, identical to how China has now discovered.”

    China did, in fact, encourage the use of traditional medicine for the treatment and prevention of COVID-19. However, experts had warned that such a move could “give the public a false sense of security amid the pandemic”.

    NBC News reported on April 5, quoting a Chinese official who spoke at a press conference in Wuhan, that traditional remedies have “alleviated symptoms, reduced the severity of the virus, improved recovery rates and reduced mortality rate”.

    However, a UK expert has warned that herbal remedies could pose direct and indirect risks to patients.

    “Traditional Chinese medicine (TCM) mixtures can be toxic, contaminated or adulterated with prescription drugs; they can also interact with prescription drugs,” Dr. Edzard Ernst, a professor emeritus of complementary medicine at the United Kingdom’s University of Exeter had told NBC.

    Meanwhile, Dr Anuruddha Padeniya, the head of Sri Lanka’s Government Medical Officers Association (GMOA), went on record yesterday calling for the use of medicinal smoke/vapour (දුම් ඇල්ලීම) in households to boost immunity.

    He told a private television channel yesterday that the fumes or vapour from a pot filled with boiled water and unnamed herbs may be spread around a person (taking care to keep their eyes closed) for this purpose.

    Padeniya said a committee headed by him has unanimously endorsed the practice in the fight against COVID-19. His statement comes amid a flurry of social media posts of dubious authenticity or expertise recommending various home remedies against the novel coronavirus.

    The GMOA chief further said that the Ministry of Science and Technology has studied the medicinal properties of such Auryvedic staples as kohthamalli (coriander) and venivelgeta (Coscinium fenestratum or tree turmeric) whose scientific value, he said, is well documented.

    “In western medicine, we learn about immunity in membranes as well as humoral immunity and cell-mediated immunity. The value of kottamalli in fighting bacteria infections and the use of venivelgeta for viral infections is clearly mentioned,” he said. (Colombo/April7/2020)

    UPDATE: Sri Lanka has decided to import koththamalli, venivelgeta and ginger, the prime minister’s office said.

    In a meeting held with ayurvedic doctors today, the Presidential Task Force on Essential Services headed by Former Minister Basil Rajapaksa decided to keep all ayurvedic hospitals open during the ongoing COVID-19 curfew.

    Permission has also been granted for at least one registered ayurvedic dispensary in a divisional secretariat to operate a mobile unit.

    Other decisions include permission for ayurvedic doctors to visit patients at their residences during the curfew and to deliver by posts medicine to patients registered at the Department of Ayurveda.

    Review COVID-19 lockdown after April new year, medical academics say in exit strategy for Sri Lanka

    ECONOMYNEXT – The current COVID-19 lockdown should be reviewed after the coming traditional new year, while increasing testing capacity and encouraging continued social-distancing and self-isolation practices, chair professors of medicine in six Sri Lankan state universities said today.

    The academics, who are also specialist physicians, made this remark in a joint-statement issued this morning recommending an exit strategy for Sri Lanka from the ongoing COVID-19 curfew regime.

    Prof Janaka de Silva of the University of Kelaniya, Prof Sarath Lekamwasam of the University of Ruhuna, Prof S A M Kularatne of the University of Peradeniya, Prof Sisira Siribaddana of the Rajarata University, Prof Saroj Jayasinghe of the University of Colombo and Prof Kamani Wanigasuriya of the University of Sri Jayewardenepura had signed off on the statement.

    If the level of transmission is not high by the end of the April new year as evidenced by the daily number of new cases and a slow doubling time of cumulative cases, the professors said, the curfew can be relaxed in stages, district-wise.

    “The chaos that occurred on Tuesday March 24, when curfew was lifted for just a few hours, should not be allowed to recur. However, areas with high numbers of patients could be cordoned off and kept under stricter control measures or lockdowns,” they said.

    The professors made the following recommendations:
    1.Supermarkets, hospitals, food markets, more petrol stations and pharmacies could remain open for a period of time, to be decided by the task force, on a daily basis. As in China, each household could be issued one pass to allow one person to go out to get essentials in their own neighbourhood. Travel between towns and cities should be discouraged. The Colombo port, utilities, medical suppliers, logistics companies and food processing firms should remain open, as they are now, to ensure availability of supplies.
    2.Require everyone to wear a face mask and practice social distancing in public, and follow guidance on hand washing in order to avoid infection. Large gatherings (e.g. more than 10 people) should not be allowed.
    3.We need to strengthen capacity in the health sector. This includes the following measures:

    (a) Increase testing capacity so that all those with contact with COVID-19 positive persons can be tested, and not just those with symptoms. Seek advice from virologists regarding what tests are most appropriate for use in specific scenarios, and make every effort to stock up on supplies.

    (b) Continue public health measures such as contact tracing, self-isolation and quarantine as at present.





    The professors made the following recommendations:

    (d) Harness capacity in the private health sector, under stringent regulatory control, for testing and patient care if the need arises.
    4.Enforce a strong system for surveillance and reporting from all around the country, so that if the incidence goes above a certain level (e.g. more than 50 cases a day, as in Singapore), stringent measures can be re-imposed.
    5.Consider further easing of controls if the number of new cases remains flat over a period of time (e.g. 2 – 3 weeks). E.g., lift the ‘work from home’ policy, to resume work in government offices, factories, and other important areas, re-open schools and universities. The airport could be opened for inbound passengers, initially only from countries with low transmission rates, and particularly for Sri Lankan citizens who wish to return home. However, this should be done in a tightly controlled fashion, with continued imposition of the compulsory 14-day quarantine on all returnees, regardless of their country of origin.
    6.There is increasing frequency of people sowing ethnic disharmony through social media. The TV stations too seem to highlight issues in a manner that promotes stigma. They should report situations with respect. Stigma and the trend to blame certain groups could push the epidemic underground with devastating consequences for all. (Colombo/April7/2020)

    Sri Lanka COVID 19 : One more death reported as fatality rates stay below global average

    ECONOMYNEXT – Sri Lanka’s total number of confirmed cases of COVID 19 rose to 185 as of the morning of April 8 after seven new cases were confirmed yesterday, the Ministry of Health said.
    One more death of a COVID 19 patient was announced on Tuesday, bringing the death toll to 6, a fatality percentage of 3.24% which is below the global death rate of 5.69 per cent but nearly double the rate in Germany.
    No details of the deceased patient were released by the authorities.
    Four patients were discharged from various hospitals after making a full recovery bringing the total recovered to 42 a recovery rate of 22.7 per cent which is slightly higher than the global rate which is 21.37 per cent.
    Recovery rates in Germany are at over 34 per cent while in the USA it is 5.52 per cent.

    Sri Lanka ramps up Covid-19 testing as Vietnam tests 94,000 in Coronavirus offensive

    ECONOMYNEXT – Sri Lanka is ramping up Coronavirus tests, with some persons who had been released from quarantine developing Covid-19 and others also being found in society without symptoms in a bid to clamp down on community transmission, officials said.

    Government Medical Officers Association has urged health authorities to boost Coronavirus tests to identify those who are not showing symptoms in a bid to close gaps in the country’s anti-Coronavirus battle.

    Sri Lanka has conducted over 3,000 tests so far using the so-called PCR method, where the phlegm of a person is tested, but it is not being used enough, the GMOA said.

    The group is also urging rapid tests, which detect antigens in blood of patients who show no symptoms.

    A strategy is being developed with intelligence, the ICTA to relax curfews and re-open the country for economic activities, the head of the GMOA Anurudda Padeniya said.

    Sri Lanka Coronavirus curfew update Thursday, pharmacies to open at 0900h, Covid-19 count 189

    ECONOMYNEXT – Sri Lanka will open pharmacies at 0900h on Thursday while curfew will be lifted at 0600h except in Colombo, Gampaha, Puttalam, Kaluthara, Kandy and Jaffna will continue.

    The health ministry said Sri Lanka has confirmed 189 Coronavirus cases up to Thursday 1530h and 44 had recovered. Seven patients had died.



    “In all other districts, curfew will be lifted at 6.00am tomorrow, Thursday the 9th and will be re-imposed at 4.00 pm on the same day,” the President’s office said.

    “This will be effective until 6.00 am on Tuesday the 14th. Curfew will be re-imposed in these districts at 4.00pm same day.”

    “The sole purpose of these measures is to ensure the well-being of the people of this country in this critical situation.

    European Union says Sri Lanka Coronavirus fight ‘impressive’, grants 22 million Euro

    ECONOMYNEXT – The European Union has given Sri Lanka a grant of 22 million US dollars to fight Coronavirus in the island saying the country’s efforts to keep numbers down is impressive.

    “Sri Lanka’s very low number of confirmed cases of COVID-19 so far is impressive,” the EU said in a statement.

    To support Sri Lankan efforts further, the European Union is targeting three sectors: health, agriculture and tourism.”

    The EU will provide 2 million Euro for equipment and medical supplies bought by the World Health Organisation and to strengthen laboratory networks in the country.

    Sri Lanka’s agricultural sector will get 16.5 million Eurp.

    “In these trying times, maintaining open trade and safeguarding the supply chains, especially agricultural and health supply chains, is essential to the well-being of the population,” the EU said.

    “This funding will take into account the impact of Covid-19 by mobilising more private capital in rural areas and by assisting small businesses and workers in the Uva and Central Provinces.:

    Sri Lanka’s tourism industry will get a 3.5 million Euro grant to support smaller operators and their employess.

    Some of the assistance will be provided immediately and the rest will be delivered later in the year and will continue thereafter.

    The EU Delegation, the Ambassadors of France, Germany, Italy, the Netherlands, Romania had met Basil Rajapaksa who chairs a logistics task force on April 08, 2020.
