Responding to a question asked by a journalist about the possibility of a lock-down situation in the country, DIG Ajith Rohana said yesterday they had no intention of imposing a lock-down because there was no community transmission of COVID-19 according to the health authorities.

However, he requested the people to remain vigilant and follow the health guidelines issued by the health authorities with regards to wearing face masks, physical distancing and hand hygiene.
“Even though there is no community transmission, the COVID-19 threat still exists,” the DIG said adding that Sri Lanka had controlled the pandemic according to World Health Organisation’s (WHO) statistics with a 0.05% COVID-19 death rate. Nevertheless, he said nowadays the people are neglecting the health guidelines which might lead to serious repercussions.


The DIG urged the people to extend their fullest support as previously to control this pandemic successfully.

3,956 more deaths lower than previous 24 hours

USA (58,349), India (29,108) & Brazil (25,364) are the three countries with highest number of new cases that drives the new cases.

Brazil (659), Mexico (539) & India (500) were the countries with highest new deaths for last 24 hours.

Sri Lanka’s confirms 492 Coroanvirus cases in new Covid-19 cluster

ECONOMYNEXT – Sri Lanka has confirmed 492 Coronavirus cases in a Covid-19 cluster linked to a drug rehabilitation centre in Kandakadu with 96 persons being confirmed by July 13 morning, while another 10 were foreign returnees, authorities said.

Of those confirmed in the past 24 hours, 76 were from the rehabilitation centre, 14 were close contacts and 06 were from the Rajangana area.

Sri Lanka had confirmed 2,617 Coronavirus cases up 2330 hours on July 12, the Health Ministry said.

The head of Sri Lanka’s Health Service, Anil Jasinghe said the new cluster may be linked to an earlier cluster linked to drug addicts discovered in Suduwella.

In quarantine centres housing returnees from abroad 10 Sri Lankans were found. Of that 05 were from Belarus, 02 were from Bangladesh, 01 person was from the United Arab Emirates and two were sea marshals who had returned from Iran.

On July 13, 14 persons had returned to Sri Lanka on Qatar Air QR 668 flight from Doha. They were sent to military run Coronavirus centres.

On July 13, 315 persons would be sent home after completing quarantine, taking the total that had completed quarantine to 21,683.

There were 7,105 persons in quarantine centres.


In a cluster linked to the Sri Lanka Navy, a total of 906 had got infected and 895 had recovered. Another 11 were in hospital. (Colombo/July13/2020)

Some positive cases were reported to have found in Lakshapathiya Moratuwa.
People were removed from houses but the authorities do not want a lockdown.

Russian university successfully completes trials of world’s 1st Covid-19 vaccine
   
The clinical trials of the world’s first coronavirus vaccine on volunteers at Sechenov First Moscow State Medical University has been successfully completed, Vadim Tarasov, the director of the Institute for Translational Medicine and Biotechnology, told Sputnik, adding that the first group of volunteers would be discharged on Wednesday and the second on July 20.The university began clinical trials of the vaccine produced by Russia’s Gamalei Institute of Epidemiology and Microbiology on June 18.“Sechenov University has successfully completed tests on volunteers of the world’s first vaccine against coronavirus,” Tarasov said.
According to Alexander Lukashev, the director of the Institute of Medical Parasitology, Tropical and Vector-Borne Diseases at Sechenov University, the objective of this stage of the study was to show the vaccine’s safety for human health, which was successfully done.
“The safety of the vaccine is confirmed. It corresponds to the safety of those vaccines that are currently on the market,” Lukashev told Sputnik.
The further vaccine development plan is already being determined by the developer’s strategy, including the complexity of the epidemiological situation with the virus and the possibility of scaling up production, Lukashev added.
“Sechenov University in a pandemic situation acted not only as an educational institution but also as a scientific and technological research center that is able to participate in the creation of such important and complex products as drugs ... We worked with this vaccine, starting with preclinical udies and protocol development, and clinical trials are currently underway,” Tarasov noted.

Sri Lanka urged to follow Covid-19 rules as new Coroanvirus cluster tops 500, Rajangana areas locked

ECONOMYNEXT – Sri Lanka has limited movement in three areas in Rajanganaya in Anuradhapura and is tracing and quarantining contacts and staff of a drug rehabilitation centre, officials said, as the public was urged to follow social distancing.

“The main message we can give is to strictly follow health regulations and social distancing,” the head of Sri Lanka’s Health Service Anil Jasinghe said.

“We can see that that there is some relaxation. At the moment there is no country-wide spread but it is mainly in Rajangana and Welikanda.”

Jasinghe said a large number of staff and contacts are being rounded up from many areas but not all were confirmed.

Movement had been controlled in Rajangana track 01, track 03 and track 05 areas after a rehabilitation centre counselor had gone home and then attended a funeral of a family member, Sri Lanka’s military chief General Shavendra Silva said. His child had also attended a school.

Up to July 14, 519 persons had been confirmed in the new Coronavirus cluster linked to a drug rehabilitation centre in Kandakadu General Silva told Sri Lanka’s Derana television.

Of that 440 were inmates of the Kandakadu drug rehabilitation centre, there were about 60 staff and 16 persons linked to Rajangana he said.

About 800 persons including 400 from Welikada prison was in quarantine and others were in home quarantine he said.

General Silva said Medical Officer of Health and Public Health Inspectors were rounding contacts of staff who had gone home, some police officers.

Sri Lanka has confirmed 2,646 Coronavirus cases with 29 being confirmed up to 2200 hours on July 13, the Health Ministry. (Colombo/July14/2020 – Update II)

Sri Lanka officials try to calm the public as rumours of a COVID wave spread

ECONOMYNEXT – Sri Lanka’s Health Authorities are trying the douse the flames of anxiety being spread by reports of the detections of dozens of new COVID 19 patients in various parts of the country.

Director-General of Health Services Dr Anil Jasinghe said there were rumours being spread that COVID 19 patients have been detected in various places.

“These rumours may have been based on people observing that teams of military or Health Department personnel taking certain persons away from their homes,” the top health official said.

“These people are either former inmates of the Kandakadu and Senapura Rehabilitation Camp or officials or visitors to the camps who are being taken away to be placed under quarantine,” he said.

In case any of these persons do test positive for the Coronavirus “we will inform the country as well as the people in that neighbourhood,” he pledged.

He said that the wife and an uncle of a person working at the rehabilitation centres had been found to be COVID 19 positive in Kundasale.

Another person, a relative of a staff member was found to be positive from Lankapura and one more patient had been discovered in Rajangana.

In a press release issued by the Task Force to Prevent COVID 19, the authorities said that 437 inmates, 63 staff members and 16 relatives or associates of the staff are confirmed as having the Coronavirus.

This brings the total patients yielded by this cluster to 516.

Jasinghe also said that a staff member in a privately owned hospital in Ragama had tested positive and that he had been a visiting lecturer at the Kandakadu camp.






Three people who came from Oman and two others in an Army-run quarantine camp had also tested positive.

Public concern over the new cases remains high.

Today the head office of one of the country’s biggest mobile operators Mobitel was evacuated and sterilized after a report that a friend of a COVID positive individual had entered the building.

The Kilinochchi campus of the Jaffna University was closed yesterday July 13, after it was found that the brother of an inmate at the Kandakadu Rehabilitation centre was a student. (Colombo, July 14, 2020)

Sri Lanka has confirmed 19 new Coronavirus cases by 2130 hours on July 14 taking the total to 2,665, and authorities moved to contain a cluster that expanded out of a drug rehabilitation centre in Kandakadu which had grown to 532, officials said.

A private hospital was closed after a senior official who had given lectures at the rehabilitation centre was confirmed, while the District Court and High Court in Gampaha was closed after a driver of a vehicle which carried a confirmed patient linked to the Kandakadu cluster was found to have given evidence.

Caution but no curfews

The government has no plans to declare holidays or curfews, director of Government Information Nalaka Kaluwewa said.

Authorities however have urged the public to strictly follow health guidelines, wash hands frequently, wear masks and maintain social distance.

Sri Lanka is going for polls on August 05. An army soldier who is connected to the drug rehabilitation centre who came on leave to his own in Pitabeddera had also attended a political rally media reports. His family members have been isolated and another 60 in the village had been home quarantine.

One of the confirmed camp counselors had also attended a political rally reports said. Sri Lanka’s elections chief had asked politicians to strictly follow regulations.

Those in home quarantine would also be allowed to vote after 1600hours on polling day, elections officials said.

The head of Sri Lanka’s Health Service Anil Jasinghe said in a statement the wife and father-in-law of a counselor of the Kandakadu rehabilitation centre and another person from Rajangana was confirmed which is under lockdown.

Inside Camps


On July 14, five were from inside the Kandakadu drug habilitation centre, 04 from the Senapura rehabilitation centre, four were from those recalled from Katukeliyawa, 04 from the Norochcholai quarantine centre and one from Lankapura, he told Sri Lanka’s privately-owned Derana Television.

There were also 04 foreign returnees from Oman and 02 from the UAE.

The total from the Kandakadu-Senapura cluster had grown to 532 and hundreds were in quarantine and self quarantine and were being tested, he said.





About 25 were staffers and family members who were outside but other were all inside the rehabilitation camps in Kandakadu and Senapura, he said.

“There is no requirement to impose curfews islandwide,” he said. “The action has to be according to the need.”

In Rajangana where, a counselor had attended a funeral of a relative and at an alms giving, 12,000 persons were locked down, he said.

All confirmed cases are being made public as they are known, he said.

In Rajangana, 300 tests were done on July 14, he said. The tests were conducted after they reached the time limit suitable for testing, he said.





In Pallekele family members who were found on the July 04 were also subjected to test after reaching 10 days, on July 14 and 15, he said. About 3,000 tests had been conducted so far.

In Sri Lanka authorities wait to conduct tests increasing the possibility that those who develop the diseases after two days give it to others especially those in home quarantine.


In Vietnam tests are done immediately on F1 contacts to determine whether there is a possibility of F2 contacts getting the disease as stop any already infected persons from giving the diseases to other members of a household.

They are re-tested later to find others who develop the disease later. F1 contacts who test negative remain in quarantine.

F1 contacts are also not allowed to be in home quarantine in Vietnam.

Testing Gap

A key gap in testing between Sri Lanka had Vietnam was Sri Lanka’s practice of giving a quarantine certificate after two weeks, observers have noted.

In Vietnam the all clear given only after two tests are conducted following a two-week home quarantine.





Vietnam has become the global leader by the effective use of testing on risk-assessment probability rather than medical reasons, observers say.

Authorities are finding cases as staff and family members from the drug rehabilitation centre are being traced and rounded up.


Jasinghe said while many contacts were rounded up for quarantine, it did not indicate that they were had the disease.

A private hospital in Ragama, Gampaha was closed after a senior official who was a lecturer in the drug rehabilitation centre was confirmed with the disease. A number of staff at the hospital were being tested.

In Kalawana in Ratnapura, owners closed shops, after a military officer who worked at the Kandakadu centre had returned home. A state bank branch and a private dispensary had also closed, media reprots.

At Mobitel, a state mobile operator a branch was closed after a F3 contact was known to have visited the place. (Colombo/July15/2020 – Update III)

Nothing bad will be heard until the GE is over.

(An Army Officer who returned from the rehabilitation camp was tested positive and a few days later, his wife & two children were tested positive too. Children have attended two leading schools in Colombo city and when schools were notified of the development, the mother was told not to talk about it to any, because of the upcoming GE. The incident happened in Ernest Place, Laksapathiya in Moratuwa electorate).

Colombo (News 1st); Deputy Police Chief Ajith Rohana on Wednesday revealed only 20 COVID-19 cases were reported from outside of the Kandakadu Treatment and Rehabilitation Center, which is identified as the 32nd COVID-19 cluster in Sri Lanka.

Speaking to reporters in Colombo DIG Ajith Rohana said of over 800 inmates at the Kandakadu Treatment and Rehabilitation Center (T&R Center) only 404 tested positive for COVID-19.

“There are over 300 staffers at the Kandakadu Treatment and Rehabilitation Center and only 63 of them contracted COVID-19,” said DIG Ajith Rohana.

He noted, 16 of the 20 cases reported from outside of the T&R Center are from Rajanganaya and contacts of a staff member of the T&R Center.

DIG Ajith Rohana said just as the Sri Lanka Navy cluster of around 900 cases was reduced to just 08 cases as of Wednesday, the Kandakadu Treatment and Rehabilitation Center cluster will also be controlled and the overall situation is under control.

Rumours and False Information

Deputy Inspector General of Police Ajith Rohana speaking to reporters in Colombo said there are rumours spreading in the country citing cases are reported from multiple parts of the island and it is not wise for people to travel to certain localities.

Citing these are false reports, DIG Ajith Rohana dismissed claims of a possible second or third wave of coronavirus cases in Sri Lanka as well as community transmission.

He said the Criminal Investigations Department is currently investigating three separate incidents of misinformation.

These three incidents are a newspaper article, a map claiming to be of restricted areas, and a list of those who visited the T&R Center.

DIG Ajith Rohana said publishing content that relates to exciting or attempting to excite disaffection among masses is a punishable offense under the Penal Code of Sri Lanka.

It is also an offense under the Police Ordinance as well as the Quarantine and Prevention of Diseases Ordinance, said Ajith Rohana.

He went on to note, 03 teams comprising of 26 detectives are investigating the aforementioned three incidents adding action will be taken against all those responsible for spreading false information in accordance to the provisions of the Penal Code and the Quarantine and Prevention of Diseases Ordinance.

The Senior Police Officer said the creators of these false posts, those who published them on social media, as well as those who shared it will face serious legal action.

USA (71,670), Brazil (39,705) & India (32,682) are the three countries with highest number of new cases that drives the new cases.
Brazil (1,261), USA (997) & Mexico (836) were the countries with highest new deaths for last 24 hours.

Sri Lanka once ‘quarantined’ cases suspected in Coronvirus flare-up, showing gap

ECONOMYNEXT – A well-known testing gap that exists in Sri Lanka compared to Vietnam may have led to the flare-up of the island’s latest Coronavirus cluster at a state-run rehabilitation centre for drug addicts, which has ballooned to over 500, according to statements made by officials.

Major General Dharshana Hettiarachchi, Commissioner General of Rehabilitation said inmates of the Kandakadu rehabilitation centre usually came from Welikada prison, except in May.

“In the month of May there were two special cases, some drug addicts who were taken into custody in and around areas in Colombo,” Major General Dharshana Hettiarachchi told Sri Lanka’s privately run Derana Television.

“They were sent to a quarantine period for 14 days, they did the PCR test also.

“It is possible that in cases that tested negative, there could have been one or two cases who were positive, but not indicated as positive. So we presume through them this would have come to the others.”

The head of Sri Lanka’s health service, Anil Jasinghe said an earlier cluster involving drug addicts was linked to the current cluster.

Sri Lanka, however, is one of the countries which is perhaps most successful in controlling the virus though behind Vietnam.

In Sri Lanka, television reports show people leaving quarantine after 14 days given a certificate. But as a precaution, they are asked to home quarantine for another two weeks.

In Vietnam, the world’s most successful country in containing Coronavirus, a quarantine certificate is not given after two weeks in a centre, but only after at least two negative tests following another two weeks of home quarantine, observers who are familiar with the strategy say.

Major General Dharshana Hettiarachchi said some inmates later got sick and a doctor came from Polonnaruwa hospital to treat them.


“They got a fever, they got medicine and they recovered,” he said. “Most of them are in their prime youth.”

The cluster was discovered when an inmate was transferred to Welikada prison in Colombo and authorities acted quickly to round up quarantine staff.

How Sri Lanka and Vietnam are smashing Coronavirus, and what will happen next

During the crisis, Sri Lanka’s health authorities have displayed an unusual reluctance to test at-risk Coronavirus patients, though restrictions on testing were gradually relaxed.

It is not clear why testing was tightly controlled.

At first, health officials went public saying the PCR test was a ‘diagnostic’ test and was not a screening test, and tests were limited to a hospital setting, stopping both voluntary and community testing.

The National Medicinal Regulatory Authority, which slammed price controls and disrupted supplies of masks as the health crisis started, also raided a private hospital that was offering tests and sealed it.

At the time, however, authorities were trying to get all symptomatic persons to come to a state hospital.

Without voluntary or community testing, there was no way to detect asymptomatic persons.

Sri Lanka is now doing sporadic community testing, especially in Colombo Municipal areas.

In the early stages, the person in quarantine was also not tested at all either after entry or before release.

Sri Lanka last week said, first (F1) contacts of a school child who had got infected had been sent on home quarantine, in sharp contrast to practices adopted in Vietnam.


In Vietnam, F1 contacts are tested immediately to decide whether their contacts also need to be tested.

Authorities in Sri Lanka wait for up to 10 days before testing contacts of an infected person which observers say increase the likelihood of anyone who develops the disease passing it on to another, especially if they are in-home quarantine.

In the case of a Navy camp, where the first detection occurred in late April, cases turned up throughout May and June as authorities failed to test the entire camp en masse.

In Vietnam, entire city blocks were tested and repeated to kill the spread, observers familiar the practices in the country say. (Colombo/July15/2020-sb)
