    At the very beginning the government announced its intention to give away more licenses to open up the already opened lubricant market.

    Once completing a power change, the new Finance Ministers often print few new notes to make his signature available on each hand. When a new OIC gets a new territory he first raid all illegal joints to get familiar with the king-pings and to ensure that previous route of donations ( in some countries they call it bribe) is ceased and new route end to his pocket.

    In the same manner when a new Government comes to reign they issue licenses to bars, trade stall, wine shops, massage parlours, etc at village level. At national level we have seen issues like prohibiting liquor, tobacco, casino is initially discussed and even stop on going massive development projects with the same ultra motive.

    Current slow moving government has approved the bill to liberalize lubricant market where they believe its not liberalized yet.

    We see very similar behavior in the animal world also (I mean other animals than human).

    Some animals, when squired a new region, mark the area by urinating all over the place or excreting.

    Some animals, when becoming the leader of the herd, want to make sure all females are fertilized by him.


    The physical action we may observe will vary based on the context or the environmental conditions; but the internal mental feelings sought after, I am sure, should be very similar in these situations.

    We are civilized only externally; inside will never evolve.

    I f we compare the market size and number of players in two countries, this is the visualization.

    Now why we need more licenses to be issued for this small market ?

    No of  Players in India is 27 which is roughly two times of Sri Lanka...So in this situation  Should Sri Lanka issue more licenses ?

    Like to raise two points.

    First point:
    How many 'enlightened ones' have come to existence in the past? They say unimaginable numbers during unimaginable period of eons. So, at the end, what is the net change made on the existing average; nothing much?

    Second point:
    If the internal of human is civilized, they will become enlightened and ceased to exist. So there will nothing remain to evolve further.

    So even the previous regime has studied this and given up.. One very good thing with democracy is once in five years we are re inventing the wheel and never make the vehicle...

    International reports this month said that Chevron Corp is contemplating the selling of US $ 5 Billion in assets in Asia to raise cash and cut costs amid declining oil prices.

    Kush Gomez the MD of Chevron Lanka is confident of healthy growth despite these developments.

    " Already one player exit couple of years ago as market is too competitive. If competitive declines more will exit.."

    Sri Lanka has already has the world's 5 largest petroleum giants BP , Total, Shell, Chevron and Exxonmobil as well as regional leaders like IOC, Petro China and Bharat Petroleum.

    However only CPC , LIOC and Chevron blend lubricants in Sri Lanka.

    Both LIOC and Chevron export locally produced lubricants to other nations like Bangladesh, Maldives and other countries. Laugh also does few exports.

    What the country now needs is foreign exchange earners and not spenders. Instead of encouraging those who blend locally and export, the government is trying to give license to direct imports just for reasons difficult to understand or too simple to understand.
