රාජ්ය සමාගම් කොටස් වෙළෙඳපොළට ගෙන ආ යුතුයි

කොළඹ කොටස් වෙළෙඳපොළ වර්ධනය කිරීම සඳහා එහි ද්රවශීලතාවය ඉහළ නැංවීම අත්යාවශ්යයෙන් සිදුකළ යුතු කරුණක් බවත්, ඒ සඳහා රජය සතු ව්යවසායයන් ලැයිස්තුගත කළ යුතු බවත් ආචාර්ය මාක් මෝබියස් පවසයි. අද (10) පෙරවරුවේ කොළඹ දී පැවති ආයෝජක සමුළුවක් අමතමින් ඔහු මේ බව කියා සිටියේය. මෙහිදී ආචාර්ය මෝබියස් වැඩිදුරටත් කියා සිටියේ, එහිදී වැඩි වශයෙන් ආයෝජකයින් ආකර්ෂණය කර ගැනීමට කටයුතු කළ හැකි බවයි.
“රජයේ ව්යවසායන් මහජනතාවට විවෘත කළ යුතුයි. එම ආයතන පුද්ගලීකරණය කිරීමක් එයින් අදහස් වන්නේ නැහැ. රජය සතු ජීවිත රක්ෂණ සමාගමක් ලැයිස්තුගත කළා නම්, එහි ලාභ අලාභ ගිණුම්, ශේෂපත්ර මහජනතාවට අනාවරණය වෙනවා.“
“අප වටා විශාල මුදලක් සැරිසරනවා. අලිබාබා හොංකොං වෙළෙඳපොළෙන් මුදල් රැස් කරගත් ආකාරය දෙස බලන්න. මෙතැන ඇත්තේ මුදල්වල ඌනතාවයක් නොවෙයි. ප්රතිසංස්කරණවල ඌනතාවයක්.“
මෙහිදී රජය සතු කුමන ව්යවසායයන් ලැයිස්තුගත කළ යුතුද යන ප්රශ්නයට ඔහු මෙසේ ප්රතිචාර දැක්වීය.
“රජය සතු බැංකු, ප්රවාහන, ගුවන්තොටුපළ වැනි ලැයිස්තුගත කළ හැකි ව්යවසාය රැසක් තිබෙනවා.“
ශ්රී ලංකාවේ බැඳුම්කර වෙළෙඳපොළ හෝ කොටස් වෙළෙඳපොළ සාපේක්ෂව ප්රමාණයෙන් කුඩාවීම මේ අවස්ථාවේ දී තිබෙන විශාල ගැටළුවක් බව ඔහු මෙහිදී පැවසූ අතර තමා මේ අවස්ථාවේ දී ශ්රී ලංකාවේ ආයෝජනය කිරීමට බලාපොරොත්තු වන්නේ නම් දේපළ, මූල්ය හා සංචාරක කර්මාන්ත දෙස වැඩි අවධානයක් යොමු කරනු ලබන බව ආචාර්ය මාක් මෝබියස් වැඩිදුරටත් පැවසීය.
ලොව නැගී එන වෙළෙඳපොළ සම්බන්ධයෙන් විශේෂඥයෙකු ලෙසින් සැලකෙන ආචාර්ය මාක් මෝබියස් වසර 30 කට වැඩි කාලයක් Franklin Templeton Investments හි සේවය කළ අතර ටෙම්පල්ටන් නැගී එන වෙළඳපොළ සමූහයේ විධායක සභාපති ලෙස කටයුතු කළේය. ඔහුගේ සේවා කාලය තුළ සමූහය කළමනාකරණ වත්කම් ඇමරිකානු ඩොලර් මිලියන 100 සිට ඇමරිකානු ඩොලර් බිලියන 40 දක්වා පුළුල් කළ අතර ආසියාව, ලතින් ඇමරිකාව, අප්රිකාව සහ නැගෙනහිර යුරෝපය කේන්ද්ර කර ගනිමින් නැගී එන වෙළඳපල සහ දේශසීමා අරමුදල් ගණනාවක් දියත් කළේය.

Yes Invi, You need a massive political mandate to do real reforms as all the parasites feeding off the system will revolt. And there are many. SOE reforms only,might be possible but to truly uplift the country broader State sector reforms are also needed. Not only the mandate, but the leadership team needs to have the understanding, capacity and depth to see it through. I don't see a single politician or party capable of such on all sides of the political spectrum. It's going to be a long wait buddy.
Authoritarianism is not sustainable and has terrible consequences, it's history in this world is there for those who bother to look it up. To be strong and firm, one does not need to step outside the Constitutional or Legal framework of a country. That kind of thing breeds monsters who have thoughts of their own.

Yes a strong firm leadership with resolve and decisiveness is the need of the hour. But stepping out of the Judicial framework is totally something else. Lee Kwan Yu or Mahathir both Asian Authoritarians didn't carry out extra Judicial killings or attack the Judiciary. Suharto did that and Duterte. And of course Pinochet, Musolini and Hitler. Hitler was a Democratically elected leader. All strong backbones and we know how all that went. So be careful of what you wish for.
Over the ages the ideal has been the benign Dictator. The few possible candidates for such have been murdered early into there careers.
If Gota is a real strongman, he will work within the laws of this country and not extra-Constitutionally or extra-Judiciary. I certainly do hope so. It is the weak that resorts intimidation and violence, not the real strong.
