Sri Lanka’s Power Ministry to set up island-wide charging centers for electric cars
The ministry said that it plans to introduce a special tariff between the hours of 2200 and 0400 for charging cars.
Existing fuel pumping stations, supermarkets and also households could be part of the network, the ministry said.
Acceding to JB Securities analysis of data from Sri Lanka's motor vehicle registry data said 15 electric cars were registered in January 2015 up from 4 percent a year earlier.
The statement also said that attention will also be paid to electrify railways.

Charging at home is not economical plus time at charging points should be minimal. If the second hand market is developed as well can think of an electric car in couple of years.

I wanted a minimum invested + a fuel saver.. So had looked at an Electric.. One of my friend's said Nissan Leaf 2012 or 2012 can be bought ard 23 laks. Would be a good option if so.
The later Leaf's can run over 150KM in a full charge but dont know the 2012/13 models would do over 100km.
If anyone got one of these?

මේ පිළිබඳව අප සමග අදහස් දක්වමින් වාසනා ට්රේඩිං සමාගමේ අධ්යක්ෂ, ඉන්දික සම්පත් මෙරෙංචිගේ මහතා සඳහන් කළේ අවන්හල්, සුපිරි වෙළඳ සැල් වැනි ජනතාව කාලය ගත කරන ස්ථානවල මෙම සාමාන්ය ආරෝපණ ස්ථාන ආරම්භ කිරීමට කටයුතු කරන බවයි.
“මේ සඳහා අපිට ස්ථාන 190 කින් අයදුම් පත් ලැබුණා. මෙයින් ස්ථාන 100 ක් අපි තෝරාගෙන තිබෙනවා. මුළු රටම ආවරණය වන පරිදි මෙම සාමාන්ය ආරෝපණ ස්ථාන අපි ළඟදීම ආරම්භ කරනවා.“
යනුවෙන් හෙතෙම පැවසීය.
මෙම ආරෝපණ ස්ථාන විද්යුත් වාහන ඉතාමත් වේගයෙන් ආරෝපණය කරගන්නා ස්ථාන නොවන අතර එවැනි ස්ථාන ආරම්භ කිරීමට ඉතා විශාල ආයෝජනයක් අවශ්ය වේ.
“ලංකාවේ තවමත් විද්යුත් වාහන ලොකු ප්රමාණයක් නෑ. මේ නිසා, ආරම්භයක් විදිහට මෙවැනි සාමාන්ය ආරෝපණය කිරීමේ ස්ථාන ආරම්භ කිරීමත් ඉතාමත් වැදගත් දෙයක්. මෙවැනි ස්ථාන වලින් පැයක පමණ කාලයක් ආරෝපණය කරගත් පසුව කිලෝ මීටර් 30 ක් පමණ ධාවනය කළ හැකියි. ලංකාවේ විද්යුත් වාහන ප්රචලිත වීමට මෙයින් අනුබලයක් ලැබේවි.“
යනුවෙන් මෙරෙංචිගේ මහතා වැඩිදුරටත් සඳහන් කළේය.
සමාගම විසින් පිහිටුවන සාමාන්ය ආකාරයට විද්යුත් වාහන ආරෝපණය කිරීමේ මෙම ස්ථාන වලින් වෙනත් සමාගම් වලින් මිලදීගෙන තිබෙන වාහනද ආරෝපණය කළ හැකි බවත් තම සමාගමෙන් මිලදීගෙන තිබෙන වාහන ආරෝපණය කිරීමේදී ඒ සඳහා සහනයක් ලබාදෙන බවත් හෙතෙම කීය.
ඉදිරියේදී විද්යුත් වාහන වේගයෙන් ආරෝපණය කිරීමේ ස්ථාන ආරම්භ කිරීමට රජයේ අවධානය මේ වනවිට යොමුව ඇත.

For that price, it's probably worth it only for daily commute or short distance drives. Low maintenance is the other plus point.
Charging centers will be useful when the cars with longer ranges come to the market. There are a few but are priced higher.

last looked up in July 2015; may probably have changed with YEN rising up

X>>G grades (But generally X is sufficient for SL; as the bump to G gives you nothing extra that is likely to be missed)
Mileage
Realtime average is 5-6km per KWH (but heavily dependent on driving style); Some people consistently clock 6+ in Colombo.
I you were asking about the range, at max charge is around 150km in Colombo. Anything plus is a very brave/foolhardy soul.
Note: If you are looking at the EV tree you might continue watering for a while longer as a more extended range(200km+) Leaf(2015/2016) is about to fall in a few months time. Grab that for a extended pleasurable experience.
Incidentally the grapevine has it that, A*W are doing feasibility on the 2015/2016 leaf hoping to launch in early 2016 if acceptable with a price tag of 4.3mil.

I'm looking below 3 million. Also some say that since G grade has solar panel it can help with powering up for a/c radio others etc like 12v. So it won't drain battery power while on the go. Is it true?

False. It trickle charges the Auxillary (12V) battery which powers the dashboard electronics only. Not the traction battery. Not the AC. Though theoretically there might be an infinitesimal saving in not having the traction battery charge the 12V battery when needed the effect is almost negligible. It's simply "marketing fluff". Many G grade cars come without the rear solar panel.

1 - Used Hybrid with less on the meter will cost you around 4.4 million and likely to see a hike soon (speculations in the market is that there will be 20% tax to be imposed, that will jack up the prices more).
2 - Give a update of mileage soon.
