Current Valuation of the market is attractive

Many broker firms still mention the current market PE as 19.
Many companies have reported growth in earnings and this is not reflected in the market PE yet. The present market PE must be below 15 times if adjusted to 2014/15 earnings. Further heavy weights like JKH and CTC came down significantly.
Relevant authorities should take corrective steps to adjust this in order to show CSE an attractive undervalued market to invest. Lower the market PE better attraction for investments.

According to CAL report on latest earnings, market P/E is around 14 now !

How would you calculate the market P/E? is it the average of all companies?
