Paye ගණන් හැදෙන අලුත්ම විදිය මෙන්න
උපයන විට ගෙවන බද්ද හෙවත් Paye (Pay As You Earn) බද්ද ගෙවන ආකාරය, මුදල් අමාත්යවරයා විසින් ප්රකාශයට පත්කරන ලද නව අයවැය යෝජනා තුළින් සංශෝධනයට ලක් වී තිබුණි. මෙතෙක් Paye බදු ගෙවීම සඳහා රුපියල් 62,500 කට වැඩි මාසික වැටුපක් අවම වශයෙන් ලැබිය යුතුව තිබුණු අතර නව සංශෝධනවලට අනුව එම සීමාව රුපියල් ලක්ෂ දෙක දක්වා ඉහළ දැමුණි.
Paye බද්ද සඳහා යටත් වන්නේ නියම කරන ලද සීමාව ඉක්මවා කරනු ලබන ඉපැයීමයි. මෙහිදී ඉපැයීම යනු මූලික වැටුප සහ සෙසු දීමනා ඒකාබද්ධව හිමිවන වැටුප් ප්රමාණයයි. මූලික වැටුප යනු EPF, ETF ඇතුළු අනෙකුත් කපාහැරීම් අඩුකිරීම් කිරීමට පෙර වැටුප් ප්රමාණයයි. දීමනා යන්නට අතිකාල දීමනා, ජීවන වියදම් දීමනා සහ ඉන්ධන දීමනා ආදිය ඇතුළත් වනු ඇත. නිදසුනක් ලෙස යම් සේවකයෙකු සියලු දීමනා සමඟ රුපියල් 210,000 ක වැටුපක් ලබන්නේ නම්, ඔහු බදු ගෙවීමට යටත් වන්නේ Paye සඳහා නිදහස් කරන ලද රුපියල් දෙලක්ෂයේ වැටුප් පරිමාණය ඉක්මවා ඇති ඉපැයීම පමණි. එනම් රුපියල් දස දහසකට පමණි. ඒ අනුව 10,000 x 15% ක් පරිද්දෙන් රු. 1500 ක Paye බද්දක් ගෙවීමට ඔහු/ ඇය යටත් වේ.
පැරණි Paye බදු ව්යුහය අනුව රු. 62,501 සිට බදු අයකිරීම 4% සිට 16% දක්වා විවිධ අනුපාතික යටතේ ගණනය කිරීම සිදුකෙරුණි. එහෙත් නව ව්යුහය සකස් වන්නේ රු. 200,001 සිට ඉහළට ආදායම් ලබන සෑම වැටුප් පරිමාණයකටම 15% ස්ථාවර අනුපාතික (Flat rate)අගයකි.
මෙම නව Paye බදු සංශෝධනය අනුව රුපියල් 200,000 දක්වා ආදායම් ලබන සේවකයින් Paye බදු ගෙවීමට යටත් නොවේ. රු. 200,001 සිට රු. 200,006 දක්වා ආදායම් ලබන සේවකයින්ට ගෙවීමට සිදුවන්නේ රුපියලක Paye බද්දක් පමණි. එසේම රු. 210,000 ක මාසික ආදායමක් ලබන සේවකයෙකුගෙන් කපා හැරෙන Paye බදු වටිනාකම රු. 1,500 කි.
රු. 1 සිට රු. 10,000 දක්වා Paye බද්දක් ගෙවීමට යටත් වන වැටුප් සීමාවන් පහත පරිදි දැක්විය හැකිය. එහි අනෙක් තීරුවෙන් දැක්වෙන්න් එවැනි බද්දක් ගෙවීමට යටත්ව තිබූ පෙර වැටුප් මට්ටමයි.

PAYE is calculated on annual income but taxed cumulatively monthly.

In that case a person with a salary of 150K, with a car and housing loan could still get taxed as his total income (Car-50K, House-40K) would exceed 200K mark. But if he's only taxed for the exceeded mark (i.e. 90K as above) then its still good.

Even earlier only 50k was the maximum allowance a company could give tax free. But some companies found loop holes and paid some allowance tax free which is not right. This time also as I heard, this 50k is still there for vehicle. But in addition bonus will also be added and taxed. If so I'm thinking bonus will not be taxed again.
Anyway need some good source to get accurate information.
