GSP+ තීරුබදු සහනය ළගදීම ශ්‍රී ලංකාවට

ගරු අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා බෙල්ජියමේ බ්‍රසල්ස් නුවරදී යුරෝපා සංගමයේ නියෝජිතයින් හමුවී කරන සාර්ථක සාකච්ඡා මේවන විට අවසන් අදියරට පැමිණ ඇති බවත්, මෙම වසර අවසන් වීමට ප්‍රථම GSP+ තීරුබදු සහනය ශ්‍රී ලංකාවට හිමිවනු ඇති බවත් ජාතික ප්‍රතිපත්ති සහ ආර්ථික කටයුතු රාජ්‍ය අමාත්‍ය නිරෝෂන් පෙරේරා මහතා පැවසීය.

වසර හතක කාලයක් ශ්‍රී ලංකාවට අහිමිව තිබූ GSP+ ඇඟලුම් බදු සහනය නැවත ශ්‍රී ලංකාවට ලබා ගැනීම පිළිබඳව නව රජය යටතේ සාකච්ඡා ගණනාවක් පැවැත් වූ බව පැවසු අමත්‍යවරයා මෙරටට පනවා තිබු මත්ස්‍ය තහනම ඉවත්කර ගැනීමට රජයට හැකි වුවා සේම ජී.එස්.පී. ප්ලස් තීරුබදු සහනයද ලබා ගත හැකි වනු ඇති බවද සඳහන් කළේය.

නව රජය මේ රටේ ආර්ථික සංවර්ධනය වෙනුවෙන් ක්‍රියාමාර්ග ගණනාවක් සැලසුම් කර ක්‍රියාත්මක කරමින් තිබෙනවා. සමස්ථ ජනතාවගේ සහ රටේ ආර්ථිකයේ පෙරලියක් ඇති කරමින් ශක්තිමත් මධ්‍යම පන්තියක් නිර්මාණය කිරීම අතිගරු ජනාධිපතිතුමාගේත්, ගරු අගමැතිතුමාගේත් ප්‍රධාන අරමුණක්. පැවති රජයේ ආර්ථික ප්‍රතිපත්තිය මුලික වුණේ සීමිත පිරිසකට පමණයි. විශේෂයෙන්ම අපේ රජයේ ශක්තිමත් විදේශ සබඳතාවයන් සහ ප්‍රතිපත්ති මත ආර්ථිකයේ හැරවුම් ලක්ෂයක් ජී.එස්.පී. ප්ලස් තීරුබදු සහනය ලැබීමත් සමඟ නිර්මාණය වෙනු ඇති. පැවැති රජය එක්සත් ජාතීන්ගේ මානව හිමිකම් ප්‍රඥප්තියට අනුව මානව හිමිකම් කෙරෙහි අවධානය යොමු නොකිරීම හේතුවෙන් 2009 වසරේ සිට යුරෝපා සංගමයේ ජී.එස්.පී. ප්ලස් සහනය අපට අහිමි වුණා. ශ්‍රී ලංකාවේ අපනයන වලින් සියයට 30කට ආසන්න ප්‍රතිශතයක් අපනයනය කරන්නේ යුරෝපා වෙළඳ පොලටයි. යුරෝපා සංගම් ඇගලුම් වෙළඳ පොළ ශ්‍රී ලංකාවේ ප්‍රධානම ඇගලුම් වෙළඳ පොලයි, GSP+ සහනය යටතේ අපනයන භාණ්ඩ 7500කට බදු ආවරණ හිමි වුණා. මේ නිසා ඇමරිකා වෙළඳ පොළට සහ යුරෝපා කලාපයේ රටවල් 26කට භාණ්ඩ අපනයනය කිරීමේදී තීරු බදු වලින් තොරව වෙළඳ පොලට පිවිසීමට ශ්‍රී ලංකාවට හැකි වුණා. 2015 වසරේ සිට යුරෝපා සංගමය මත්ස්‍ය තහනම පැනවීම නිසා මුහුදු ආහාර අපනයනය 35.5කින් ඇමෙරිකානු ඩොලර් 163.1කින් පහත වැටුණා. අද මත්ස්‍ය සම්පත අපනයන කිරීමට අපට හැකිවී තිබෙනවා. ජී.එස්.පී ප්ලස් තීරු බදු සහනය යලි ලබා ගැනීමට මේ වසර මැදදී අයදුම්පත් යොමු කළා. ජනවාරි මාසයේ දී මෙරට සංචාරයක නිරත වූ යුරෝපා සංගමයේ නිලධාරින් පවසා සිටියේ තවත් මාස දහයකින් පමණ සහනය ලබා දීමට හැකියාවක් ලැබෙනු ඇති බවයි.

කෙසේ වෙතත් ගරු අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා බෙල්ජියමේ බ්‍රසල්ස් නුවරදී යුරෝපා සංගමයේ නියෝජිතයින් හමුවී කරන සාර්ථක සාකච්ඡාවල ප්‍රතිඵලයක් ලෙස ජී.එස්.පී.සහනය ඉතාමත් ඉක්මනින් මෙරටට ලැබෙනු ඇති බවද රාජ්‍ය අමාත්‍ය නිරෝෂන් පෙරේරා මහතා පැවසීය.

We may hear some good news somewhere after next March provided the requirements of EU are fulfilled.
EU also should be little reasonable when requesting SL especially with terrorism act and sovereignty of the country.

So we had it earlier... How was Sri Lanka then ? Were we more developed when we had GSP+?

What are the countries that got developed thanks to incentives like GSP ?

Did Japan, South Korea, China got similar incentive packages when they were poor or they merely face the stiff competition and won ?

what I meant is its hard to gain something which is lost.losing something can take even a second and sometimes you wont get it back at all

We will get GSP plus next year. We have to listen to the Western countries in order to receive this and dance to their tune. This will probably be the only achievement by YP.

Good times ahead for export companies.

However, when SL moves to upper middle income country then we will lose this. Middle income countries are classified as countries having per capita income from US$1,026 to $12,475. Therefore, it will take over 5 years to move to upper middle income country.

However, as of present, it looks like we will move downwards to lower middle income country cos of YP's economic management.

The bottom line is that GSP plus will be good for export companies and over 200 items will be entitled for GSP plus.

Unless this is done in transparent way to the above "always um-baaa ralala" they will um-baaa to the death
