Sri Lanka Coronavirus deaths rise to 58, new Covid-19 cases 704
ECONOMYNEXT – Sri Lanka’s has reported five new Coronavirus deaths taking the total to 58, Director General of Health Asela Gunewardene was quoted as saying with one home death and two dying on admission.
A 54-year old male from Jinthupitiya, Colombo 13 had died at National Hospital. He was a long time cancer sufferer whose condition had worsened due to Covid-19.
A 39-year old male from Colombo 15 had been admitted to Homagama Hospital. He was a cancer sufferer and had contracted pneumonia from Covid-19.
An 88-year old male from Colombo 12 had come with a complaints of chest pains had been found to be dead on admission. He had died of heart disease from Covid-19.
A 79-year old male from Colombo 08, Borella had died at home. Covid-19 had worsened a lung condition.
An 88-year old male from Colombo 13 had died on admission to National Hospital. He had died of Covid-19 linked heart condition.
Authorities are insisting there is no community transmission in Colombo
Sri Lanka’s Chief Epidemiologist Sudath Samaraweera asked people to wear masks and work on the principle that person at the work place could be infected and strangers that one meets may also have Covid-19 and follow health rules.
On Monday a travel restriction out of the Western province is being lifted. Several high risk areas in Colombo are under lockdown.
Sri Lanka had confirmed 704 new Coronavirus cases on Sunday taking the total from the new outbreak to 13,788.
At least another three who are not categorised as Covid-19 deaths had committed suicide.
The total Coronavirus cases confirmed went up to 17,287, with 11,495 recovering.

Opinion: It is time to rethink how we are dealing with Covid
ECONOMYNEXT – As the second wave of the Covid 19 pandemic continues to engulf the country, and the public is increasingly showing its frustration and panic, it is time the country rethinks its strategy to combat the spread of the disease.
Since the Minuwangoda cluster exploded on us that first weekend of October, the total number of confirmed cases has increased from 3,733 to 16,583. The number of deaths from Covid 19 too has gone up from 13 to 58 since.
The district of Colombo has recorded 5,127 of those cases since October with Gampaha coming a close second with 4,917, according to the National Operations Centre for the Prevention of Covid 19 (NOCPOC). What’s more, the numbers of newly identified positive cases are increasing by 400 and 500 daily. Yesterday, November 15, that number was 704.
The number of positive cases identified yesterday, came from 30 districts and three prisons, again with Colombo reporting the highest number.
No doubt there is fear and deep concern. A social media post that sick people were found dead of Covid 19 along roadsides across the country went viral very quickly. That story was found to be fake, with police locating the person who created it and arresting him. They are now believed to be searching for those who shared the post.
But the fake post fed into the fear spreading in the country over a seemingly uncontrollable pandemic.
Clearly, public frustration is building. Two days ago the residents of an inner-city apartment block in Henamulla in the Modera Police area in Colombo staged a noisy protest complaining that while they had to remain in isolation, the authorities had failed to provide them with their basic supplies.
Opposition Member of Parliament for Colombo Mujibur Rahman told EconomyNext that the protestors were locked in and had no way of going out to earn any money or get supplies. Eventually, he said the local authorities had arrived at the place with an LKR 5,000 handout.
Even though the government has promised to continue with the subsidies the problem seems to be becoming bigger. The government said yesterday November 15 that 12.7 million families have received the LKR 5,000 handout between March 13 and November 13.
When this government went into the Parliamentary elections in August this year, it was under the “we beat Covid” (කොවිඩ් ජයගත් ) banner, claiming it had beaten the contagion that had brought greater and more powerful nations to their knees.
As the Parliamentary election campaign began in earnest, our leaders Trumpishly participated in various ceremonies and did walkabouts among the crowds without wearing the masks or observing social distancing that the Health authorities have mandated.
Election campaign offices of the Sri Lanka Podujana Peramuna trumpeted the victory over Covid as another indication of effective government.
Naturally, the false impression that Covid had been eradicated from Sri Lanka meant that the public ignored the safety measures put in; many went about without masks or observing social distance and hand hygiene.
Supermarkets and other institutions which had previously zealously enforced these measures became lax.
Within months of the elections in the midst of the second wave, we are now arresting and charging people for doing what our leaders did in public during the campaign.
So, did the Health Authorities relax too? Were the tender procedures to import the Antigen test kits hurried through, because the authorities too believed Covid was past us? Is that why, they were not prepared for this second wave, which is proving to be brutal?
Demonizing the victims
As usual, the victims of the virus are being put through more trauma, by demonizing them. It happened in the first wave and is happening again.
Naturally, many who suspect they may have caught the virus, want to hide the fact, making it more difficult to trace, isolate and treat them and their close contacts.
And in this, the government, first responders and both mainstream and social media have proved extremely insensitive in handling the situation.
During the first wave whenever someone tested positive for Covid, we saw Public Health Inspectors turning up at their homes to escort them to quarantine centres, oftentimes accompanied by local Television Correspondents.
The evening newscasts, particularly private stations that openly support the government, lingered on these images of families being taken away to quarantine in buses further stigmatizing the victims.
When social media took to sharing names and other personal information of those believed to have been exposed to the virus, there was hardly a crackdown on the perpetrators.
Because the public has become scared of the consequences for themselves and family members if they become Covid positive, they are hiding.
Nobody goes out and willfully contracts a contagion, Covid patients need our love and support; and the government, which proudly claimed victory over the first wave, seems to have forgotten that fact now!
Some like the Muslims fear that if they succumb to the virus, they would be denied a burial as required by the dictates of their faith.
Anecdotally we have learned that many are fearful of reporting feeling sick and some are opting to remain home and forgo treatment.
Of the 45 deaths officially reported by the Director-General of Health Services, since the onset of the Minuwangoda outbreak, 40pct – or 18 individuals – were reported to have passed away at home were dead on admission. Most were elderly, and are believed to have had underlying health issues. Yet, that is a high number.
And it is possible that they and their families suspecting that they were Covid positive decided to care for them at home, rather than pack them off to hospital with family having no access to them.

704 new COVID-19 patients in Sri Lanka; total cases rise to 17,287
ECONOMYNEXT – Sri Lankan health officials identified 704 new COVID-19 patients over a 24-hour period that ended at 6am today (16), the National Operations Centre for the Prevention of COVID-19 (NOCPOC) said.
Of the new patients, three are returnees from abroad while 464 belong to the local clusters.
The 464 cases break down as follows: 541 from Colombo, 39 from Gampaha, eight from Galle, seven from Batticaloa, five from Kurunegala, four from Rathnapura, three each from Kalutara, Kegalle, Kandy, Badulla, two from Puttalam and one each from Polonnaruwa and Matale. Other cases reported were 12 inmates at the Bogambara prison, one from Kuruwita prison, 14 from quarantine centres and 54 police officers who also tested positive for the virus.
The new police cases bring the count of total COVID-19 positive police officers to 781. Total infected prison inmates are 354.
With the new cases, Sri Lanka’s total patient count has increased to 17,287, with 5,734 active cases and 562 under investigation in hospitals.
As at 6am today, 171 Sri Lankan patients returned home upon recovery, bringing total recoveries in Sri Lanka to 11,495.
The number of patients reported from the Minuwangoda and Peliyagoda clusters has increased to 13,780, with the new positive cases identified. (Peliyagoda cluster is now at a total of 10,674)
A total of 8,070 patients from the two clusters have recovered by November 16, NOCPOC said.
NOCPOC reports showed that after the first positive case of the Minuwangoda cluster was discovered by health authorities on October 03, within the first week the cluster increased to 1,186 and by November 13 to 3,106, with 1,041 employees of the apparel factory and 2,065 close contacts.
The number of people in quarantine in 33 centres run by the armed forces is 3,168.
By this morning, 91 returnees arrived in Colombo: 78 from Ethiopia, 12 from Doha, Qatar, and one from Japan. Twenty-seven people from India are to return to Colombo today, NOCPOC said, adding that all returnees will be directed to military-run quarantine centres.
A total of 672,100 PCR tests have been conducted in the island so far, with 11,130 tests carried out yesterday, NOCPOC reports said, adding that the results of some PCR tests are still pending.

382 new COVID-19 patients in Sri Lanka; total cases rise to 17,674
ECONOMYNEXT – Sri Lankan health officials identified 382 new COVID-19 patients over a 24-hour period that ended at 6am today (17), the National Operations Centre for the Prevention of COVID-19 (NOCPOC) said.
Among the new patients are five Sri Lanka seafarers and three are foreign seafarers. The remaining 374 belong to the local clusters.
According to NOCPOC, the 464 cases break down as follows: 231 from Colombo, 42 from Gampaha, 20 from Kalutara, 11 from Kurunegala, two from Galle, one each from Ratnapura, Kagalle, Monaragala, Kurunegala, Jaffna and Nuwara Eliya. Other cases reported were 41 inmates at the Bogambara prison, one from Welikada prison, eight from quarantine centres, eight police officers and five Special Task Force (STF) officers also tested positive for the virus.
The new police cases bring the count of total COVID-19 positive police officers to 785, with 191 STF officers, 64 Crime Branch officers, 90 officers from the Borella station, 24 from the Grandpass station, 122 from the Fort station and 10 from the Dam Street station. Total COVID -19 positive prison inmates has increased to 477.
The district-level breakdown of total cases from the new clusters are as follows:
Colombo: 5,899 cases, Gampaha: 4,998, Kalutara: 618, Ratnapura: 112, Galle: 128, Kegalle: 186 Kurunegala: 250, Nuwara Eliya: 48, Jaffna: 20 and Monaragala: nine.
With the new cases, Sri Lanka’s total patient count has increased to 17,674, with 5,807 active cases and 464 under investigation in hospitals.
As at 6am today, 311 Sri Lankan patients returned home upon recovery, bringing total recoveries in Sri Lanka to 11,806.
The number of patients reported from the Minuwangoda and Peliyagoda clusters has increased to 14,154, with the new positive cases identified. (Peliyagoda cluster is now at a total of 11,048)
A total of 8,381 patients from the clusters have recovered by November 17, NOCPOC said.
NOCPOC reports showed that after the first positive case of the Minuwangoda cluster was discovered by health authorities on October 03, within the first week the cluster increased to 1,186 and by November 17 to 3,106, with 1,041 employees of the apparel factory and 2,065 close contacts.

By this morning, 55 returnees arrived in Colombo: 26 from Dubai and 59 from Doha, Qatar, NOCPOC said, adding that all returnees will be directed to military-run quarantine centres.
A total of 680,843 PCR tests have been conducted in the island so far, with 10,713 tests carried out yesterday, NOCPOC reports said, adding that the results of some PCR tests are still pending.
Total COVID-19 deaths in the country increased to 61 yesterdays with three new deaths reported from Moratuwa, Colombo 10 and Colombo 13 areas:
An 84-year-old female from Moratuwa who died at home. Health officials said a worsening of diabetes with COVID-19 was the cause of death.
A 70-year-old male from Colombo 10 passed away yesterday while receiving treatment at the Infectious Diseases Hospital (IDH). Health officials said the patient was suffering from a kidney disease and a worsening of his condition due to COVID-19 was the cause of death.
A 75-year-old male from Colombo 13 who died while being admitted to the Colombo National Hospital. Officials cited worsening of diabetes and coronary artery disease due to COVID-19 as the cause of death.
Meanwhile, NOCPOC said some 30,000 people who are close contacts of COVID 19 positive patients are in self-quarantine.

ECONOMYNEXT – Sri Lankan health officials identified 382 new COVID-19 patients over a 24-hour period that ended at 6am today (17), the National Operations Centre for the Prevention of COVID-19 (NOCPOC) said.
Among the new patients are five Sri Lanka seafarers and three are foreign seafarers. The remaining 374 belong to the local clusters.
According to NOCPOC, the 464 cases break down as follows: 231 from Colombo, 42 from Gampaha, 20 from Kalutara, 11 from Kurunegala, two from Galle, one each from Ratnapura, Kagalle, Monaragala, Kurunegala, Jaffna and Nuwara Eliya. Other cases reported were 41 inmates at the Bogambara prison, one from Welikada prison, eight from quarantine centres, eight police officers and five Special Task Force (STF) officers also tested positive for the virus.
The new police cases bring the count of total COVID-19 positive police officers to 785, with 191 STF officers, 64 Crime Branch officers, 90 officers from the Borella station, 24 from the Grandpass station, 122 from the Fort station and 10 from the Dam Street station. Total COVID -19 positive prison inmates has increased to 477.
The district-level breakdown of total cases from the new clusters are as follows:
Colombo: 5,899 cases, Gampaha: 4,998, Kalutara: 618, Ratnapura: 112, Galle: 128, Kegalle: 186 Kurunegala: 250, Nuwara Eliya: 48, Jaffna: 20 and Monaragala: nine.
With the new cases, Sri Lanka’s total patient count has increased to 17,674, with 5,807 active cases and 464 under investigation in hospitals.
As at 6am today, 311 Sri Lankan patients returned home upon recovery, bringing total recoveries in Sri Lanka to 11,806.
The number of patients reported from the Minuwangoda and Peliyagoda clusters has increased to 14,154, with the new positive cases identified. (Peliyagoda cluster is now at a total of 11,048)
A total of 8,381 patients from the clusters have recovered by November 17, NOCPOC said.
NOCPOC reports showed that after the first positive case of the Minuwangoda cluster was discovered by health authorities on October 03, within the first week the cluster increased to 1,186 and by November 17 to 3,106, with 1,041 employees of the apparel factory and 2,065 close contacts.
The number of people in quarantine in 33 centres run by the armed forces is 3,281
By this morning, 55 returnees arrived in Colombo: 26 from Dubai and 59 from Doha, Qatar, NOCPOC said, adding that all returnees will be directed to military-run quarantine centres.
A total of 680,843 PCR tests have been conducted in the island so far, with 10,713 tests carried out yesterday, NOCPOC reports said, adding that the results of some PCR tests are still pending.
Total COVID-19 deaths in the country increased to 61 yesterdays with three new deaths reported from Moratuwa, Colombo 10 and Colombo 13 areas:
An 84-year-old female from Moratuwa who died at home. Health officials said a worsening of diabetes with COVID-19 was the cause of death.
A 70-year-old male from Colombo 10 passed away yesterday while receiving treatment at the Infectious Diseases Hospital (IDH). Health officials said the patient was suffering from a kidney disease and a worsening of his condition due to COVID-19 was the cause of death.
A 75-year-old male from Colombo 13 who died while being admitted to the Colombo National Hospital. Officials cited worsening of diabetes and coronary artery disease due to COVID-19 as the cause of death.
Meanwhile, NOCPOC said some 30,000 people who are close contacts of COVID 19 positive patients are in self-quarantine.
Sri Lanka lifted off isolation in Western Province from November 15 midnight, However, 25 police areas in Colombo and Gampaha districts are still under lockdown until further notice.

According to NOCPOC, the local cases break down as follows: 201 from Colombo, 82 from Gampaha, 32 from Kalutara, nine from Galle, four from Kandy, three from Kurunegala, two from Nuwara Eliya, one from Puttalam (334). Other cases reported were 15 inmates at the Colombo Prison Remand, five from Welikada prison, five from New Magazine prison, one from prison headquarters, 27 police officers four from quarantine centres.
The new police cases bring the count of total COVID-19 positive police officers to 825 including 197 Special Task Force (STF) officers, 64 Crime Branch officers, 90 officers from the Borella station, 24 from the Grandpass station, 122 from the Fort station and 10 from the Dam Street station. Total COVID-19 positive prison inmates is at 505.

Currently 2,195 are undergoing treatment at 37 government hospitals while 3,029 patients are being treated at 18 intermediate hospitals administered by the tri-forces.
As at 6am today, 404 Sri Lankan patients returned home upon recovery, bringing total recoveries in Sri Lanka to 12,209.
The number of patients reported from the Minuwangoda and Peliyagoda clusters has increased to 14,564, with the new positive cases identified. (Peliyagoda cluster is now at a total of 11,505)
A total of 8,785 patients from the two clusters have recovered by November 17, NOCPOC said.
NOCPOC said four of the COVID-19 related deaths are contacts of the Minuwangoda cluster while 49 deaths are contacts of Peliyagoda fish market cluster.

Dr Anil Jasinghe will attend official COVID-19 meetings: Health Minister
ECONOMYNEXT- Former Health Services Director General Dr Anil Jasinghe will be brought back to the government’s official COVID-19 meetings, Health Minister Pavithra Wanniarachchi said.
Wanniarachchi revealed this in parliament today responding to a question raised by opposition MP Hesha Withanage about the involvement or lack thereof of Jasinghe in Sri Lanka’s fight against the ongoing second wave of COVID-19.
Jasinghe, who was at the forefront of the country’s efforts to contain the pandemic from March onwards was appointed Secretary to the Ministry of Environment on August 13. No official reasons were given and his replacement Dr Asela Gunawardena was not appointed until October 27. Dr S Sridharan served as Acting Director General in the interim.
With regard to the resignation of Dr Jayaruwan Bandara as Media Spokesman for the Health Ministry, she said Bandara had been temporarily appointed as Media Spokesman until a new Director General for Health Services was appointed.
The minister claimed that Bandara himself had said he would resign when a new DG was appointed. Bandara was removed from the post of spokesman on November 14. He was previously removed as Director of the Medical Research Institute (MRI) in October.
His removal was questioned by opposition lawmakers and a prominent Buddhist monk considered loyal to Prime Minister Mahinda Rajapaksa. State Minister Sudarshini Fernandopulle told parliament on October 7 that Bandara’s removal as MRI diretor followed due procedure, claiming that he had merely vacated a position he had only temporarily held until the return of the previous director who had gone overseas for training.
In response to a question about the strategies followed to contain the COVID-19 outbreak, Wanniarachchi claimed that the World Health Organisation (WHO) in its guidelines communicated to the ministry does not recommend closing the entire country anymore even when patients continue to be discovered. “We have to live with the virus for two or three years and closing the whole country is not possible every time,” the minister said.
“We are not taking decisions based on what we have done in the past,” she added. (Colombo/Nov18/2020)

400 new COVID-19 patients in Sri Lanka; total cases rise to 20,171
ECONOMYNEXT – Sri Lankan health officials identified 400 new COVID-19 patients over a 24-hour period that ended at 6am today (23), the National Operations Centre for the Prevention of COVID-19 (NOCPOC) said.
Of the new patients, nine are returnees from abroad and the other 391 belong to the local clusters.
According to NOCPOC, the local cases break down as follows: 121 from Colombo, 112 from Gampaha, 27 from Kandy, 16 from Nuwara Eliya, nine from Kurunegala, five from Badulla, two from Kaluthara, and one each from Monaragala, Trincomalee, Matale, Kegalle, Rathnapura, Puttalam and Polonnaruwa. A further 92 cases were from the community whose origin could not be confirmed.
With the new cases, Sri Lanka’s total patient count has increased to 20,171, with 6,015 active cases and 456 under investigation in hospitals.
Currently patients are undergoing treatment at 37 government hospitals and 18 intermediate hospitals administered by Sri Lanka’s military.
As at 6am today, 479 Sri Lankan patients returned home upon recovery, bringing total recoveries in Sri Lanka to 14,069.
The number of patients reported from the Minuwangoda and Peliyagoda clusters has increased to 16,639, with the new positive cases identified. (Minuwangoda cluster is now at a total of 3,059, with 1,041 employees of the apparel factory and 2,018 close contacts)
A total of 10,503 patients from the two clusters have recovered by November 22, NOCPOC said.
The task force said four of the COVID-19 related deaths are contacts of the Minuwangoda cluster while 49 deaths are contacts of Peliyagoda fish market cluster.
NOCPOC reports showed that after the first positive case of the Peliyagoda cluster was discovered by health authorities on October 21, and by November 23 it has increased to 13,580.
Total COVID-19 positive patients found among returnees to the country is 1,569.
The number of people in quarantine in 42 centres run by the armed forces is 4,501.
By this morning, 324 returnees arrived in Colombo: 297 from Kuwait, 25 from Doha, Qatar, and two from Japan, NOCPOC said, adding that all returnees will be directed to military-run quarantine centres.
A total of 736,959 PCR tests have been conducted in the island so far, with 12,095 tests carried out yesterday, NOCPOC reports said, adding that the results of some 1,600 PCR tests are still pending.
NOCPOC said from October 04 till November 23, health authorities conducted 430,383 PCR tests.
Total COVID-19 deaths in the country has increased to 87 with four new deaths reported yesterday.
A 70-year-old female from Colombo 15 died on admission to the Colombo National Hospital on November 21 and the cause of death was cited as COVID-19 pneumonia. A 53-year-old male from Colombo 12 died on admission to the National Hospital in Colombo.The death had occurred on November 20. Health authorities cited chronic lung disease exacerbated due to COVID-19 infection as the cause of death. An 84-year-old female from Borella died on November21 at home. The cause of death mentioned was pneumonia with COVID-19 infection.
A 75-year-old male from Colombo 10 who was diagnosed with COVID-19 and transferred from the Colombo National Hospital Colombo to the Infectious Diseases Hospital (IDH died on November 22 at the intensive care unit of the IDHl. Authorities said the cause of death was pneumonia exacerbated due to COVID-19 infection.
NOCPOC said some 30,000 people who are close contacts of COVID-19 positive patients are in self-quarantine.
Eighteen police areas in Colombo and Gampaha districts remain under lockdown. Isolation was lifted in Borella, Wellampitiya, Colombo fort and Slave Island in Colombo district and Ja-Ela and Kadawatha areas in Gampaha district at 0500 hours today.
However, Bamunuella, Bogahawatte, Kirimanthuduwa, Korawela, Atalugama-west, Galgahamandiya Grama Sevaka divisions in the Bandaragama police area in the Kalutara district will be isolated with immediate effect until further notice.

337 new COVID-19 patients in Sri Lanka; total cases rise to 20,508
ECONOMYNEXT – Sri Lankan health officials identified 337 new COVID-19 patients over a 24-hour period that ended at 6am today (24), the National Operations Centre for the Prevention of COVID-19 (NOCPOC) said.
Of the new patients, two are foreign seafarers and the other 335 belong to the local clusters.
According to NOCPOC, the local cases break down as follows: 189 from Colombo, 47 from Gampaha, 11 from Puttalam, 10 Nuwara Eliya, eight from Kandy, six each from Kalutara and Kurunegala, three from Rathnapura, one each from Anuradhapura, Badulla, Galle, Kilinochchi and Polonnaruwa. Other cases reported were 33 from the police. A further 17 cases were reported from the community whose origin could not be confirmed.
The new police cases bring the count of total COVID-19 positive police officers to 1,039 including 238 Special Task Force (STF) officers, 64 Crime Branch officers, 90 officers from the Borella station, 24 from the Grandpass station, 122 from the Fort station and 10 from the Dam Street station.
With the new cases, Sri Lanka’s total patient count has increased to 20,508, with 5,921 active cases and 462 under investigation in hospitals.
The district-level breakdown of total cases from the new clusters are as follows:
Colombo: 7,022, Gampaha: 5,597, Kalutara:705, Kurunegala:295, Kandy: 304, Galle: 203, Kegalle:185, Ratnapura:140, Puttalam:115, Batticoloa:71, NuwaraEliya:84, Badulla:42, Anuradhapura:38, Matale:31, Jaffna:26, Matara:30, Ampara:25, Hambanthota 22, Polonnaruwa 19, Moneragala: 16, Vavunia:14, Trincomalee:12, Mannar:10, Kilinochchi:four and Mullaitivi: one.

A total of 747,638 PCR tests have been conducted in the island so far, with 10,679 tests carried out yesterday, NOCPOC reports said, adding that the results of some PCR tests are still pending.
NOCPOC said from October 04 till November 23, health authorities had conducted 441,062 PCR tests.
Total COVID-19 deaths in the country has increased to 90 with three new deaths reported yesterday. Sri Lanka recorded 77 deaths in October and November after the new cluster from Minuwangoda was identified on October 04.
An 86-year-old female from Heiyanthuduwa died while undergoing treatment at the Infectious Disease Hospital (IDH) on November 22. Officials said worsening health due to COVID-19 was the cause of death. A 60-year-old male from Colombo 15 died while undergoing treatment at the Homagama hospital. The death occurred yesterday (23) and the cause of death was mentioned as a blood infection due to COVID-19. A 60-year-old female from Colombo 14 also died yesterday after being admitted to the National Hospital in Colombo. Officials said the cause of death was a heart attack due to COVID-19.
NOCPOC said some 30,000 people who are close contacts of COVID-19 patients are in self-quarantine.
Meanwhile, Bamunuella, Bogahawatte, Kirimanthuduwa, Korawela, Atalugama-west, Galgahamandiya Grama Sevaka divisions in the Bandaragama police area in the Kalutara district have been isolated until further notice. A labour housing scheme on Wattala Church Road has also been isolated due to 35 positive cases being found there.
