(Bloomberg) -- Sri Lankan President Maithripala Sirisena signed a deal with India to receive training for his country’s civilian nuclear program, a sign of improving ties as he looks to reduce the island nation’s dependence on China.
Sirisena, on his first overseas tour since winning an election last month, hailed his country’s close relations with India in a joint briefing with Prime Minister Narendra Modi in New Delhi. Under the deal, India would provide knowledge and expertise to Sri Lanka as it seeks to build a nuclear plant.
“The bilateral agreement on civil nuclear cooperation is another demonstration of our mutual trust,” Modi told reporters on Monday. “This is the first such agreement that Sri Lanka has signed. It opens new avenues for cooperation.”
India is one of the few countries with expertise in reactors suited to smaller power grids, and state-run Nuclear Power Corp. has previously expressed interest in exporting them. An international embargo placed on India over its atomic bomb tests in 1974 and 1998 was lifted seven years ago, allowing the nation to begin selling reactors overseas.
Sirisena has promised to rebalance Sri Lanka’s foreign relations away from China. Officials under his predecessor, Mahinda Rajapaksa, had rankled India by suggesting that Pakistan -- whose reactors have mostly been built by Chinese companies -- may help it build nuclear power plants.
Interlinked Destinies
Modi on Monday said that India and Sri Lanka would also expand defense and security ties. The nations have shared interests in maritime security in the region, he said.
“India is Sri Lanka’s closest neighbor and friend,” Modi said. “I believe that our destinies are interlinked. Our security and prosperity are indivisible.”
Chinese submarines docked twice in Colombo last year, triggering protests from India. The visits were for “replenishment purposes,” and Sri Lanka wouldn’t act against India’s security interests, V.K. Singh, deputy minister for external affairs, said in a written response to India’s parliament in November.
China has invested heavily in Sri Lanka infrastructure projects and supported Rajapaksa in the face of U.S.-led inquiries into human rights abuses allegedly committed during the end of a 26-year civil war.
“Sri Lanka certainly wouldn’t be foolish enough to kick China out –- not when billions of dollars of investment go with it –- but will likely loosen its embrace,” Romita Das, an analyst at Control Risks in Singapore, said in an e-mail before today’s announcement. “The nature of the rebalancing as it unfolds will also have significant implications on China’s efforts to project its power in the Indian Ocean Region.”
Nuclear Cooperation
Sri Lanka and India began talks on a civilian nuclear cooperation pact in 2012 and held another two rounds of talks last year, according to government statements.
Sri Lanka is seeking to incorporate nuclear into its long-term energy plans to diversify from biomass, hydroelectricity and imported oil products, then-Power Minister Patali Champika Ranawaka told the Business Times in a 2010 interview. It was considering help from India, Pakistan, Russia, France and the U.S., he said at the time.
India offers more than five decades of experience in atomic energy. Its industry has built 5.8 gigawatts of capacity using mostly indigenous technology and plans to increase that to 62 gigawatts by 2032. Last month, Modi and U.S. President Barack Obama announced a breakthrough on a long-stymied 2008 civilian nuclear agreement that could trigger an expansion of nuclear imports and projects.

NEW DELHI -- Weeks after breaking the deadlock on its civil nuclear agreement with the U.S., India on Monday signed a civil nuclear agreement with its southern neighbor Sri Lanka.

“The bilateral agreement on civil nuclear cooperation is yet another demonstration of our mutual trust. This is the first such agreement Sri Lanka has signed. It opens new avenues for cooperation, including in areas like agriculture and healthcare,” Indian Prime Minister Narendra Modi said, while addressing a joint press conference in New Delhi with the newly elected Sri Lankan President Maithripala Sirisena, who is on his first foreign visit since taking office in January.

The civil nuclear deal between the two neighbors is being seen as an attempt by India to ward off the growing Chinese influence in the region.

Ever since he became the prime minister in May last year, Modi has been aggressively courting members of the South Asian Association for Regional Cooperation (SAARC), which, besides India and Sri Lanka, include Pakistan, Nepal, Afghanistan, Bhutan, Bangladesh and Maldives. In fact, he began the charm offensive by inviting the heads of all SAARC countries to his swearing-in ceremony on May 26 last year. Last week, Modi had called up leaders of SAARC countries participating in the ongoing cricket World Cup to wish their teams luck and had said that India’s foreign secretary would visit all the SAARC capitals.

Modi’s overtures to these countries are being seen by many analysts as India’s attempt to alter its regional power equation with China, to counter the latter’s so-called ‘string of pearls’ strategy in the Indian Ocean region. “Attention to India’s neighborhood, including long-forgotten places such as Bhutan and Nepal, has improved India’s frayed regional standing,” The Financial Times wrote.

“President Sirisena and I also agreed to expand our defence and security cooperation. We welcomed the progress in our maritime security cooperation, including in the trilateral format with Maldives,” Modi said on Monday.

Central to the China-Sri Lanka equation is a Chinese funded port city. Although the new government was widely expected to review the $1.5 billion Chinese investment, earlier this month, it gave the project a go-ahead. Chinese investments in several other ports have also been proposed.

Interestingly, the Chinese state media had reacted sharply to U.S. President Barack Obama’s January visit to the Indian capital New Delhi, terming India’s relations with the U.S. as “superficial,” saying that Obama’s three-day trip was “more symbolic rather than pragmatic.”

On Feb. 8, India had released some details of the agreement reached with the U.S. on the nuclear deal.

Sometime back Minister Ranawaka had this concept of nuclear energy if I remember correctly. Wonder what will be the reaction of JVP. They are already against the port city now nuclear power

A nuclear power plant is a thermal power station which the heat source is a nuclear reactor. As In all conventional thermal power stations the heat is used to generate steam which drives a steam turbine connected to a electric generator which produces electricity.
Nuclear power is the fourth-largest source of electricity in India after thermal, hydroelectric and renewable sources of electricity. As of 2013, India has 21 nuclear reactors in operation in 7 nuclear power plants, having an installed capacity of 5780 MW and producing a total of 30,292.91 Gwh of electricity, while seven other reactors are under construction and are expected to generate an additional 6,100 MW. 2000 MW Kudankulam Nuclear Plant in Tamil Nadu which is located close to Sri Lanka.

Advantages of using nuclear power
*Lower greenhouse gas emission
*Powerful and efficient compared to the other energy sources
* Reliability 24/7 power except in the case of maintenance
*Cheap electricity: The cost of uranium which is used as a fuel in generating electricity is quite low –
* Easy transportation: Production of nuclear energy needs very less amount of raw material. This means that only about 28 gram of uranium releases as much energy as produced from 100 metric tons of coal -
*Supply: The best part is that this energy has a continuous supply. It is widely available, has huge reserves and expected to last for another 100 years while coal, oil and natural gas are limited and are expected to vanish soon.

Disadvantages
• Disposal of nuclear waste- It has to be done in such a way which will not harm the environment
• Nuclear accidents. – Fukushima and Chernobyl

I think it is a good opportunity for Sri Lanka to open its doors for nuclear power considering the future energy requirements provided safety being the first and foremost.

As far as I know, nuclear power plant is a thing we cannot consider at this stage.

Apart from security, wastage and other problems, it is very difficult to make it economically viable to Sri Lanka.

Basic cost of construction of a plant is around 20-22 billion USD. That is around 3 Trillion LKR.
Plant life is about 35 years.

Demand for electricity in this island is not matching what it produces, even with the smallest reactor. Once it started it will eat U and give you power. If no export, no body to buy that much in SL.

it is not wise to trust Indians too much. always better keep them at a distance.

We have to deal with Indians carefully

Mahinda increased the price of Indian goods in Budget proposal.. Bajaj three wheelers price increased due to Mahindas tax... Bajaj share price of India fell as a result

Indians were planning to outset Mahinda... Mahinda antagonized Indians..

Now we have the other extreme... Our New government budget did not reduced the price of essential goods...But the Indian goods...

This government is like Indian Slaves....
