Super Gains Tax now effective

Controversial Super Gains Tax now effective – payment deadline 31 December

The imposing of the Super Gains Tax, introduced recently with retrospective effect and which caused huge controversies, would begin from today (30 October) and that the deadline for payment by the relevant companies be 31 December 2015, said a senior official from the Finance Ministry.

While Parliament approved the imposition of this tax recently, there have been continued accusations that such taxes being imposed with retrospective effect is unethical.

However, in response the government has stated that this is a once-off tax and would not be imposed again.

This Super Gains Tax stipulates that any company or individual with a profit after tax of more than Rs. 2,000 million during the 2013/14 financial year is liable to pay 25 per cent of this profit as tax. Though this tax was introduced during the tenure of the 100 day interim government, it was able to be adopted only under the present national government.

The senior official from the Finance Ministry told adaderanabiz.lk that several companies are already preparing to pay this tax he added that they plan to raise a revenue of Rs. 50 billion through this.

While expressing his views recently, Finance Minister Ravi Karunanayake had said that this tax would be effective on only some 35 companies in Sri Lanka while there are some 72,800 companies in the island.

According to information, this tax could heavily impact some 30 companies listed with the Colombo Stock Exchange.

According to research data from Navara Securities which is a stock broking company, there are 30 companies in Sri Lanka which have recorded after-tax profits of over Rs. 02 billion during the 2013/14 financial year and that they are liable to this Super Gains Tax.

Accordingly, John Keells Group would have to pay Rs. 3.2 billion, Commercial Bank Rs. 2.6 billion, Ceylon Tobacco Company Rs. 2.2 billion, Carsons, Bukit Darah, Hatton National Bank Rs. 1.9 billion each, Distilleries Lanka Rs. 1.5 billion, Sri Lanka Telecom Rs. 1.3 billion, Dialog Rs. 1.3 billion, Lanka India Oil Company Rs. 1.2 billion and Aitken Spence Rs. 1.1 billion as Super Gains Tax.

Today is the last day of paying first installment of super gain tax

Effects of this tax will surely hit the said companies, but the aftermath wud not be bad as brokers say. This is a one time tax hence for the upcoming 2 years there will be issues for the employees more than companies. Their salary hikes, bonuses likely to be hit by this.

පසුගිය කාලයේදී බොහෝ චෝදනාවන්ට ලක්වූ අතීතයට බලපැවැත්වෙන පරිදි පනවා තිබෙන සුපිරි වාසි බද්ද (Super gain tax) අයකර ගැනීම අද සිට ආරම්භ කළ බවත් මෙම සමාගම් වලට දෙසැම්බර් 31 වනදා දක්වා මෙම බද්ද ගෙවිය හැකි බවත් මුදල් අමාත්‍යංශයේ උසස් නිළධාරියෙකු අප සමග සඳහන් කළේය.

සුපිරි වාසි බද්ද (Super gain tax) අයකර ගැනීමට අවශ්‍ය පාර්ලිමේන්තු අනුමැතිය පසුගියදා ලැබුණු අතර අතීතයට බලපැවැත්වෙන පරිදි මේ ආකාරයෙන් බදු අය කිරීම සදාචාර විරෝධී යැයි දිගින් දිගටම චෝදනා එල්ල වුණි.

කෙසේවෙතත්, මෙම චෝදනාවන්ට පිළිතුරු දෙමින් රජය සඳහන් කළේ මෙම බද්ද අය කරන්නේ එක්වරක් පමණක් බවත් මෙය මින් පසුව අය නොකරන බවයි.

2013/14 බදු වර්ෂය තුළ රු.මිලියන 2000 කට අධික ලාභයක් උපයන ලද ඕනෑම සමාගමකට හෝ පුද්ගලයෙකුට තම ලාභයෙන් සියයට 25 ක් බදු ලෙස ගෙවන ලෙස මෙම සුපිරි වාසි බද්ද (Super gain tax) මගින් දන්වා තිබේ. දින 100 වැඩසටහන මගින් ඉදිරිපත් කළ අතුරු අයවැයෙන් මෙම බද්ද හඳුන්වා දුන්නද එය සම්මත කර ගැනීමට හැකිවූයේ වර්තමාන ජාතික ආණ්ඩුව යටතේයි.

මේ වනවිටත් සමහර සමාගම් මෙම බද්ද ගෙවීමට කටයුතු කරමින් සිටින බව අප සමග අදහස් දැක්වූ මුදල් අමාත්‍යංශයේ උසස් නිළධාරියා පැවසූ අතර වැඩිදුරටත් සඳහන් කළේ මේ තුළින් රුපියල් බිලියන 50 ක ආදායමක් රැස්කර ගැනීමට සැලසුම් කර තිබෙන බවයි.

මෙම බද්ද පිළිබඳව අදහස් දක්වමින් මුදල් අමාත්‍ය රවී කරුණානායක මහතා එක් අවස්ථාවකදී සඳහන් කර තිබුණේ සුපිරි වාසි බද්ද වැනි බදු පැනවෙන්නේ මෙරට සමාගම් 35 ක් වැනි ප්‍රමාණයකට පමණක් බවත් මෙරට සමාගම් 72,800 ක් පමණ තිබෙන බවයි.

අනාවරණය වන ආකාරයට මෙම බද්ද නිසා කොළඹ කොටස් වෙළඳ පොළේ ලයිස්තුගත කර තිබෙන සමාගම් 30 කට පමණ ප්‍රබල බලපෑමක් සිදුවේ.

කොටස් තැරැව්කාර සමාගමක් (Stock Broking Company) වන නවාරා සිකියුරීටීස් හි, පර්යේෂණ අංශයේ වාර්තාවන්ට අනුව 2013/14 මුදල් වසරේදී බදු ගෙවීමට පසුව රුපියල් බිලියන 02 කට වැඩි ලාභයක් වාර්තා කළ ලයිස්තුගත සමාගම් 30 ක් පවතින අතර මේවා මෙම සුපිරි වාසි බද්දට යටත් වේ.

මේ අනුව, ජෝන් කීල්ස් සමූහයට රුපියල් බිලියන 3.2 ක්ද, කොමර්ෂල් බැංකුවට රුපියල් බිලියන 2.6 ක්ද, ලංකා දුම්කොළ සමාගමට රුපියල් බිලියන 2.2 ක්ද, කාර්සන්ස්, බුකිට් ඩාරා, හැටන් නැෂනල් බැංකුව යන සමාගම් වලට එකකට රුපියල් බිලියන 1.9 ක් බැගින්ද, ඩිස්ටිලරීස් සමාගමට රුපියල් බිලියන 1.5 ක්ද, ශ්‍රී ලංකා ටෙලිකොම් සමාගමට රුපියල් බිලියන 1.3 ක්ද, ඩයලොග් සමාගමට රුපියල් බිලියන 1.3 ක්ද, ලංකා ඉන්දීය තෙල් සමාගමට රුපියල් බිලියන 1.2 ක්ද, එයිට්කන් ස්පෙන්ස් සමාගමට රුපියල් බිලියන 1.1 ක්ද සුපිරි වාසි බද්ද ලෙස ගෙවීමට සිදුවේ.
