FG answered this question.. Let me elaborate more..
A lot of hype were told pre presidential election. But the situation was under control. $ was way below 138. And a big impact was seen aftermath. A lot of ppl, as FG said, brought vehicles down and they might have sensed an increase is on the cards if the Govt changes. So we saw a lot of vehicles coming down, as FG also said, we've enuf cars for not only 2-3 years, may be for another 4-5 years. With increased prices ppl will only buy these slowly.. So will take time.
Then all economies fell with Yuan devaluation by China. China wanted to boost the exports and that was inevitable. With increased number of card in July-August, $ became stronger and went up..
So without increasing the vehicle tax, imposing various indirect tax, the Govt could not control the situation. Even the rupee to become stronger, it would take a lot of time with all these tax increases even.
I dont think govt did a blunder but they had no control of the situation they've been brought to.. Only ST remedy is to mitigate the risk of upward dollar movement by penelizing the vehicle importers.
The only blunder hey did was increasing the Emission test by 5000/- which with the expected revenue license increase in Jan 2016, this would hit more than 10K for a car to have its revenue license. Small car owners will be impacted big time.
