Good question.
First we need to locate whether the issue is.

By Default ( so far in SL) ,  people usually elect  Leaders only from 2 main parties.
Some are Kapuwath  Kola or Nil. Even if a suitable Candidate come forward from a another Party , will Majority vote such a person ?

Due to same fact, many like to join or get nominations from the 2 main parties ( to get
Perks and Posts). So all we see is the same  corrupt politicos jump from one party to the other for perks. Also though they take stabs at each other to hoodwink public,  in reality , Leaders from Main parties dine and wine together  and watch their backs. They know  being in power is merry go round game between 2 parties.



If a Culture was there to  select people based on merit in the best interest of the Country , am sure there are capable people in shadows who may come come forwards through an Independent group.  

In other countries, Party leader or party policies can be critized by party members.
In SL , if such happens what is the fate of the member?


Even if someone with education, qualifications , plans and good qualities come forward
though an Independent group ,  the question remains will people vote for such ?
Or will they elect famous names only ?

There is a general Sentiment these days we need some visionary Autocratic leader (Like Lee Quan Yu, Mahatheer Mohomed ) to build our country ?

A Visionary is ofcourse important to get us out of this mess.
I don't know about Autocratic, but a firm Leader is needed to say
No to 3 Wheel drivers who don't want meters or  Unions/People
who want stuff for their benefit ( but not in the best interest of the country)

All recent past + present leaders , will bend rule to stay in power ( to get votes)
So I don't see such qualities in any famous present Leader.
