By this theory we should not be paying parking fees for any parking slots maintained by Municipal councils noh?

NO !
1. Parking fees are enforced not only to earn money.
Controlling the access to highly crowded areas is a major reason. If they do not charge hourly rates many drivers may unnecessarily block the space and business establishments will suffer with less customers.
2. In this case at Diyatha Uyana, you have to think differently.
The previous management created everything and they were running that place nicely by adding new features regularly.
When the new government or management came into power we saw deteriorating of day to day activities such as watering and cleaning in that place because no one was in control during transition.
Then after few weeks, without doing any development or without introducing any new facility some fools started charging the people as their first job !
That created the funny situation.
As per the news item "මෙසේ මුදල් අය කිරීමට තීරණය කර තිබුණේ උද්‍යානයේ නඩත්තු කටයුතු සඳහා වුවද එහි වෙළඳ කුටි හා උද්‍යානයට පැමිණෙන ජනතාවගේ විරෝධය මත එය අත්හිටුවා ඇත."
නමුත් ඇත්තටම සිදුවූයේ ලැජ්ජාව නිසා මෙය නැවැත්වීම යැයි මට සිතේ. මා මුලින් ම සඳහන් කළ කතාව මෙහි පැතිර යාමෙන් පසු රජයේ ඉහලම ස්ථාන වලටද මේ ලැජ්ජ හිතෙන කතාව ප්‍රක්‍ෂේපනය උනා. මෙහි කුටි හිමියන් අතර වත්මන් බලවන්තයන් ගේ පුද්ගලික හිතවතුන් ද සිටිති.

Samanyen api purudu vela inne vadak karanna issaravela hithala balanava karanna yana vade harida varadida kiyala. Me aya karanne eke anith paththa. Vade karala ivaravela balanava harida varadidi kiyala?

Very true YK. I can still remember you mentioning in another previous thread about "benchmark" set by MR for new owners of the state and for them to continue from where he has stopped.
