I completely read the article written by Dr Harsha and really appreciate his time taken to write this article. I really like to review the article.

This article appeared in page 17of Daily FT on 29th March 2016 as a reply to what former President Mahinda Rajapaksha said about Loans taken by this and previous government.

Just for study purpose lets evaluate this argument.

මේ ආණ්ඩුව බලයට ආවාට පස්සේ මාර්තු මාසේ මූල්‍ය ඒකක හුවමාරු පදනම යටතේ ඉන්දියාවෙන් ඩොලර් මිලියන 400ක ණයක් ලබා ගත්තා. ඊට පසසේ මැයි මාසයේදී බැඳුම්කර නිකුතුවකින් ඩොලර් මිලියන 650ක් ගත්තා. ජූලි මාසයේ දී ආයෙත් පාරක් ඉන්දියාවෙන් මූල්‍ය ඒකක හුවමාරු පදනම යටතේ ඩොලර් මිලියන 1,100ක් ගත්තා. ඔක්තෝබර් මාසයේ දී බැඳුම්කර නිකුත් කරලා තවත් ඩොලර් මිලියන 1,500ක් ගත්තා.ඒ විතරක් නෙවෙයි, 2015 මාර්තු හා 2016 මාර්තු මාසය අතර අවස්ථා 12ක දී කෙටි හා මධ්‍ය කාලීන ශ්‍රී ලංකා සංවර්ධන බැදුම්කර නිකුත් කරලා ඩොලර් මිලියන 2,711 කට වැඩි අතිවිශාල මුදලක් ඇඟට නොදැනීම මේ ගොල්ලෝ අරගෙන තියෙනවා. එක අවුරුද්දක් ඇතුළත ඩොලර් මිලියන 6,361කට වැඩි ණයක්. මේ වගේ විදේශ ණය ගැනිල්ලක්  අපි කවදාවත් දැකලා නෑ.
මේ මුදල කොච්චරද කියලා කියනවනම් මත්තල ගුවන්තොටුපල හදන්න ගත්තෙ ඩොලර් මිලියන 190යි. හම්බන්තොට වරායට ගත්තෙ ඩොලර් මිලියන 426 යි. නොරොච්චෝලේ ගල් අඟුරු බලාගාරයට ඩොලර් මිලියන 1,340යි. කොළඹ – මාතර අධිවේගී මාර්ගයට ඩොලර් මිලියන 630යි. කොළඹ – කටුනායක අධිවේගී මාර්ගයට ඩොලර් මිලියන 248යි. යහපාලන ආණ්ඩුව එක අවුරුද්දක් තුළ ගත්ත ණය වලින් මේ කියපු සේරම ව්‍යාපෘති හදලාත් එකකට ඩොලර් මිලියන 1,400 බැගින් වරාය නගර එකක් නොව දෙකක්ම හදලා, සාම්පූර්වල හදන්න ඉන්න මෙගාවොට් 500ක ගල්අඟුරු බලාගාරයත් හදලා අන්තිමට ඉතුරුවෙන ටිකෙන් තව මත්තල ගුවන් තොටුපලකුත් හදන්න පුළුවන්. නමුත් මේ ආණ්ඩුව ගත්ත ඩොලර් මිලියන 6,361 න් ඒ ගොල්ලො එක බෝක්කුවක් වත් හදලා නෑ.
මේ ආණ්ඩුව බලයට ආවට පස්සේ ලෝක තෙල් මිල 70% – 75% කින් විතර පහළ ගියා. මේ නිසා අපට ගිය අවුරුද්දේ ඩොලර් මිලියන 2,500ක විතර ඉතිරියක් ලැබුණා. මේ වගේ ඉතිරියක් තිබිලත් ආණ්ඩුවට බැරි වුණා ඛනිජ තෙල් සංස්ථාවේ හා විදුලිබල මණ්ඩලයේ පාඩුවවත් පියවන්න. ඒ ගොල්ලො ණය ගත්ත ඒවයි ඉතිරිකර ගත්ත ඒවයි ඔක්කොම පරිභෝජනයට වියදම් කලා. ජාත්‍යන්තර මුදල් වෙළඳපොලේ අය මේවා බලාගෙන ඉන්නේ. ආණ්ඩුව මේ ආකරයට මූල්‍යමය වගකීම් විරහිතභාවය ලෝකයටම ප්‍රදර්ශනය කරපු හින්ද තමයි ෆිච් රේටින් ආයතනය හා ස්ටෑන්ඩට් ඇන්ඩ් පුවර් ආයතනය මීට ටික දවසකට කලින් ලංකාවේ ණය ශ්‍රේණිගත කිරීම පහළ දැමුවේ.
ලංකාව සම්බන්ධයෙන් මේ වගේ තීන්දුවක් ගත්තේ ඇයි කියලා ෆිච් රේටින් ආයතනය හේතු දක්වමින් කියපු එක කාරණයක් තමයි 2016 අවුරුද්ද ඇතුළත ලංකාවේ ණය වලින් ඩොලර් මිලියන 4,000ක් ආපසු ගෙවන්න වෙලා තියෙන නිසා මේක ලංකාවේ විදෙස් සංචිත වලට බරපතල පහරක් වන බවයි. මේ අවුරුද්ද ඇතුළත ගෙවන්න තියෙනවයි කියන ඩොලර් මිලියන 4,000න් 2,497 ක්ම -ඒ කියන්නෙ 62% ක් – වත්මන් ආණ්ඩුව ගිය අවුරුද්දෙ ගත්ත ණය. මේ ආණ්ඩුව 2015 ජුලි මාසයේදී අත්සන් කරලා මාස හයකට සැප්තැම්බර් මාසයේදී ඉන්දියාවෙන් ලබාගත් ඩොලර් මිලියන 1,100 මේ අවුරුද්දේ ගෙවන්න වුණා. ඒවගේම මේ ගොල්ලො බලයට ආවට පස්සෙ ශ්‍රී ලංකා සංවර්ධන බැදුම්කර වලින් ලබා ගත්තු ණය වලින් ඩොලර් මිලියන 1,397 ක් මේ අවුරුද්දෙ අපහු ගෙවන්න ඕන.
මේ ආණ්ඩුව ගත්ත ණය ඇරුණාම ඊට කලින් පැවති හැම ආණ්ඩුවකම ණය වලින් මේ අවුරුද්දෙ ගෙවෙන්න තියෙන්නේ ඩොලර් මිලියන 1,500ක් වගේ ගාණක්. ඒ වගේ ණය ගෙවීමක් තිබුණයි කියලා ලංකාවේ ශ්‍රේණිගත කිරීම පහළ දමන්නෙ නැහැ.මේ ආණ්ඩුවෙ අවිධිමත් හා ඉවක් බවක් නැති ණය ගැනීම නිසා තමයි දැන් තිබෙන අර්බුදය ඇතිවෙලා තියෙන්නෙ.
ලංකාවේ ණය ශ්‍රේණිගත කිරීම පහළ දාලා තියෙන නිසා ජාත්‍යන්තර වෙළඳ පොළෙන් ණය ගන්න වෙන්නෙ ගිණි පොළියට. සමහරවිට ගිණි පොළියටවත් ණය ලැබෙන්නෙ නැහැ. ඉතින් ආණ්ඩුවට දැන් ජාත්‍යන්තර මූල්‍ය අරමුදල දිහාට හැරෙන්න සිද්ධ වෙලා තියෙනවා. නමුත් ජාත්‍යන්තර මූල්‍ය අරමුදලත් පුණ්‍ය ආයතනයක් නොවේ. ලබාගන්න මුදල් ආපසු ගෙවන්න පුළුවන් කියලා පෙන්වන්න රජයේ ආදායම් වැඩිකර ගන්න ඕන කියලා ඒ ගොල්ලො කොන්දේසි දානවා. ආණ්ඩුවෙන්  බදු වැඩි කරන්නෙ ජාත්‍යන්තර අරමුදලෙන් ණය ලබා ගන්න හා ගත්තු ණය ආපසු ගෙවන්න. ඒකයි මෙතන සිද්ද වෙන්නෙ.ගිය සුමානේ මේ ආණ්ඩුවට ඉන්දියාවෙන් ගත්ත අර ඩොලර් මිලියන 1,100 ගෙවන්න සිද්ධ වුණා. ඒකෙන් අපේ විදේශ සංචිත තවත්  අඩුවුණා.
මේ මාසයේ ආණ්ඩුව මාස තුනේ, පහේ කෙටිකාලීන ශ්‍රී ලංකා සංවර්ධන බැදුම්කර නිකුත් කරලා මුදල් ලබාගත්තා. සාමාන්‍යයෙන් සංවර්ධන බැදුම්කර නිකුත් කරන්නේ දිගුකාලීන ණය ලබාගන්න. නමුත් මේ ආණ්ඩුව ඒවායින් කෙටිකාලීන ණයත් ලබාගන්නවා. ඒ වගේම රටක් ණය ගන්නකොට, ආපසු ගෙවීම් කෙටි කාල පරාසයක් තුළ ගොඩගැහෙන්නේ නැති ආකාරයට තමයි ණය ගන්නෙ. නමුත් මේ ආණ්ඩුව ඒ මූලික සිද්ධාන්තයත් ගණන් ගන්නේ නැතුව තමයි ණය ගන්නේ.
2001 – 2004 අතර රනිල් වික්‍රමසිංහ මහත්තයා අගමැති වෙලා ඉන්න කොට ඒ කාලපරිච්ඡේදය පුරාම දළදේශීය නිෂ්පාදනයට සාපේක්‍ෂව ණය බර තිබුණේ 102% කට වැඩියෙන්. මගේ ආණ්ඩුවෙන් අවුරුද්දක් පාසා මේ ණය ප්‍රතිශතය අඩුකරලා 2014 අන්තිම වෙනකොට 75.5 %ක් දක්වා පහළ දැමුවා. මේක තමයි 1979 පස්සෙ තිබුණ අඩුම ණය ප්‍රතිශතය. 2006 – 2009 යුද්ධය පැවතුණ කාලයේ ආණ්ඩුවේ වියදම් දළදේශීය නිෂ්පාදිතයේ ප්‍රතිශතයක් හැටියට තිබුණේ 23%ට විතර. නමුත් යුද්ධයෙන් පසු අපි ආණ්ඩුවේ වියදම අවුරුද්දෙන් අවුරුද්ද අඩුකරලා 2014 වන විට ඒක 18.3 %ක් දක්වාම අඩුකලා. අපි නිදහස ලැබූ දා සිටම දළදේශීය නිෂ්පාදිතයට සාපේක්‍ෂව ආණ්ඩුවේ වියදම් පැවති අඩුම ප්‍රතිශතය තමයි ඒක.
මේ ආකාරයට දැඩි මූල්‍යමය විනයක් ප්‍රදර්ශනය කරපු නිසා 2009 ලෝක ආර්ථික පසුබෑම හමුවේ අපට ජාත්‍යන්තර මූල්‍ය අරමුදල මේ ආණ්ඩුවට දාන ආකාරයේ දැඩි කොන්දේසි මොනවත් නැතුව ඩොලර් මිලියන 2,600ක ණය පහසුකමක් අපට දුන්නා. මගේ ආණ්ඩුව ලොකු ව්‍යාපෘතිවලට ගත්තෙ 2%ට නැති නම් ඊටත් අඩු සහනදායි පොළියට දීර්ඝ කාලීන ණය. මේවායේ ණය ගෙවලා ඉවර වෙන්න ඉස්සෙල්ලා හදන්න ගිය ගාන හම්බකරන්න පුළුවන්. නොරොච්චෝලේ වගේ ව්‍යාපාර හදන්න ගියපු ගාන දැනටමත් පියවලා ඇති. ඒ වගේම අපි පරිභෝජණයට ණය ගත්තේ නැහැ. ඒ හින්ද තමයි අපේ කාලයේ අයවැය යෝජනා සංශෝධන, හදිසි බදු වැඩි කිරීම් වගේ මුල්‍යමය විගඩම් දකින්න නොතිබුණේ.
මගේ ආණ්ඩුව කාලේ සැඟවුණු ණය තිබුණයි කියලා අගමැතිවරයා කියපු කතාව සම්පූර්ණ බොරුවක්. සියළුම රාජ්‍ය ව්‍යාපාර වලට බැංකු සමඟ වෙනම ගණුදෙනු තියෙනවා. එවායේ ණය ගණුදෙනු පාලනය වෙන්නේ ඒ ආයතනවලට අදාල අණපනත් වලට අනුව කැබිනට් අනුමැතියක් ඇතුව. ඒ ව්‍යාපාර ගන්න ණය වලට මහා භාණ්ඩාගාරය ඇප වුණොත් ඒක පාර්ලිමේන්තුවට දන්වන්න ඕන.
ගිය සතියේ පාර්ලිමේන්තුවේ කළ විශේෂ ප්‍රකාශයේ දී වත්මන් ආණ්ඩුව රජයේ සේවකයන්ගේ වැටුප් හා විශ්‍රාම වැටුප් වැඩිකරපු බවත් ඉන්ධන, ගෑස්, සීනි, ටින් මාළු වැනි භාණ්ඩ ගණනාවක මිල අඩු කළ බවත් අගමතිවරයා කිවුවා. පසුගිය ජනාධිපතිවරණයේ දී ඡන්දය දිනා ගැනීමට දීපු වගකීම් විරහිත පොරොන්දු ඉටුකරපු බව තමයි එතුමා කියන්න හැදුවේ. නමුත් අද පැණනැගිලා තියෙන තත්වයෙන් පේන්නේ බදු ගෙවන්නාව ඇපේට තියලා ඡන්ද දිනාගන්න හදපු එකේ රඟේ තමයි.  මේ ගොල්ලො ඡන්දේ දිනන්න පොරොන්දු දෙනවා. ඒවායේ බරපැන දරන්න වෙන්නෙ බදු ගෙවන ජනතාවට.
මේ ණය හා බදු අර්බුදය එන්න ඉස්සෙල්ලා ඉදන්ම ආර්ථිකය තිබුණේ අමාරු අඩියක. 2015 ජනවාරි 08 න් පස්සෙ සියළු කොටස් මිල දර්ශකයේ අගය ඒකක 1,500කින් පමණ අඩුවෙලා කොටස් වෙළඳ පොලේ ප්‍රාග්ධන වටිනාකමෙන් රුපියල් මිලියන 600,000 පමණ අඩුවෙලා තියෙනවා. මේ කාලය ඇතුළත ලංකාවේ රුපියල් බැදුම්කරවල විදෙස් ආයෝජන අඩකින් පමණ අඩුවෙලා තියෙනවා. මම බලයේ හිටපු කාලේ ආයෝජන අලුත් කරමින් දිගටම හිටපු ආයෝජකයෝ අලුත් ආණ්ඩුව ගැන විශ්වාසයක් නැති නිසා දැන් සල්ලි ආපහු ගන්නවා. අලුත් ආන්ඩුව බලය ගත්තට පස්සෙ රුපියල 10% කින් අවප්‍රමාණය වෙලා තියෙනවා. 2014 අන්තිමට ඩොලර් මිලියන 8,200 ක්ව තිබුණු විදෙස් සංචිත දැන් 5,000 ටත් වඩා අඩුවෙලා
මේ ආණ්ඩුවේ ආර්ථික අවපාලනය නිසා ඉදිරිකාලයේ දී තවත් බදු වැඩිකිරීම්, සුභසාධනය හා සහන කප්පාදු, ජලය, විදුලිය, විදුලි සංදේශ හා ගමනා ගමන ගාස්තු වැඩි කිරීම් හා විරැකියාව තවත් වර්ධනය වීම අපිට බලාපොරොත්තු වෙන්න සිදු වෙනවා.  මේවායින් ජනතාවට ඇතිවෙන දුෂ්කරතාවලට මේ ආණ්ඩුව වගකියන්න වෙනවා.

Instead of taking Politics , lets try to study the economic context and learn from both.

So exactly after two weeks of above statement by Mahinda Rajapaksha, Dr. Harsha de Silva emerged to answer as Deputy Minister of Foreign affairs.

The last sub-heading of Harsha's article says

" In my role as the Deputy Minister of Foreign Affairs, I am doing my best to push the agenda of economic diplomacy toward so that we can change direction of the exports to GDP ratio."


Thus Harsha write his stance not as a person responsible for fiscal or monetary policy but as a person responsible for foreign affairs.

Two sentences of Harsha's article alienate him from economic role.

1. In the recent case of India, I understand it was the latter.

2. I believe they have entered into another $ 400 million short term swap recently to be unwound soon  and are discussing another $ 700 million swap.


These underlined first person sentences articulate , that he is alienated from economic activities and even after 2 weeks still he has no access to either accept or reject but to believe and understand.

Words are very powerful. Ben Bernanke and the team of FED were extreme careful of using of words in economic presentations and they deliberated  much on keyword selection .

Without emphasizing on words but just mentioning the need to be careful when using words as economists and in general as a professional, lets continue evaluating the statements by both .

Export to GDP ratio is falling.

This is a serious issue remained un addressed for a long period and Harsha clearly point out that got worst during MR's era.

No argument we all have to agree on that.




" A fact that is stubborn but is very revealing is that during Rajapaksha's regime exports to GDP ratio fell from 34% to 14.5% . Just this figure will help the unbiased reader understand the present Government's  predicament."


These words cannot be argued. What Harsha said is true.

This is the key issue we are facing now. Our country is not export oriented. Today (30th March 2016) we surpassed another psychological barrier of Rs 150 per dollar and the main culprit is lack of export discipline.

Unlike for someone in power or in opposition , we the laymen have less access to proper data. Even when they have access if they use layman's terms like I believe or I understand, then what will happen to this country.

Even though incumbent President made a special announcement and saying he won Jathyantharaya, even during MR's era it was US and EU that contributed much to our exports.

The US continues to be the single largest export destination for Sri Lankan products with over 22% of its exports. Sri Lanka’s exports to the US demonstrated an impressive growth of 8.4 % in 2012 compared to 2011. According to the latest trade statistics, Sri Lanka’s exports to the US amounted to US $ 2.36 Billion.

Imports to Sri Lanka in 2012 was US $ 224 million while total trade turnover between Sri Lanka and the US remained at all time high of US $ US 2.56 billion. The balance of trade is in Sri Lanka’s favour amounting to US $ 2.1 billion.

The growth momentum demonstrated in 2012 is more vital particularly at a time when Sri Lanka’s export performance faced daunting challenges in 2012.

so in 2009 13% of our exports belong to Tea and even in  2013

What was US buying from us ?

Now apparel products consist 66.6% of US exports.

This shows how our banking giant and a Listed firms Apparel Giant stand.



Above is about Revenue and if this is the situation , what are the incentives given to
Apparel sector during last year.

Why statements like SL will become a finance hub and Port City area will become finance area made ?

Anyway a special credit should go to former President Ranasinha Premadasa for his garment projects.

Many countries have come out of depending on a basic agricultural product in its export basket. Yet SL enjoy about 13-15% on bulk tea.

Before taking long term corrective actions increase manufacturing we have to keep the current Forex Earner Tea in good shape.

What were the incentives done in this regard during last year?

Think about Fertilizer Subsidy and following statement of Elpitiya Plantation.

I am a believer of subsidizing agriculture and following is quoted from p.4 of ELPL annual report 2015

We are grateful to the Government for continuing the fertilizer subsidy. the record yields we have achieved in our plantations without doubt is due to this support from the government and this has helped all stake holders to reap its benefits.

At the same time just understand how small is our Plantation sector and What negative impact would have taken when Ministers stating that estates should be taken back and given to workers for mere popularity while being in power.

It looks we are in a kind of 'pathetic' situation with regards to exports.

Do we see any actions taken by or capabilities of the present government to address this issue?

To me, even by the words chosen by 'Dr. Harsha' in that article, it indicates, the government is not focused on any coherent strategy. Instead, different authorities, having different agendas, talk nice and smooth different words time to time.

Is there anything we, as citizens, can or should do at this stage to put the country in the 'right' path?

Wonder if it is the time to think of having our own 'English revolution' here.

Ok while protecting what is in basket its better to expand with new products.

For that there are few activities to be done.

1. Keeping the local borrowing rates par with other Developed Nations.

At a glance this is difficult. When a Japanese firm take a loan from a Japanese bank at a rate of 2% and competing in International Market with a Sri Lankan firm taken a local bank loan at 18%..

See the winning edge for Japanese from the beginning.

What efforts taken to lower the lending rate during last year ? The more you delay  the more difficult it become to assist with lowered interest rate ...

2. Developing a dedicated EXIM bank. We saw nice statements in this regard in budget proposal and nothing beyond that.

In fact the details available at the Department of National Planning indicates no proper feasibility studies were ever conducted on any of the projects that have now become White Elephants .

Now the academics believe before undertaking any huge project a feasibility report should be done..

Yes that's how we are taught at Colleges but not in the real world.

1. Richard Branson started many projects from scratch and he never did research or feasibility studies. When he wanted to shift from Music Industry to Air Line business he just called Boeing and leased when the director board of Music Lovers opposed.



2. Very recently a Top ranking financier of SL said now its difficult to start a branch as CBSL ask feasibility reports. How did you start earlier ?

We just start a window with two employees, up grade upgrade and finally it becomes a Branch. That window office is the real feasibility study.

3. China when ever giving loans never ask feasibility reports but Norway. Norway is very specific on projects running properly and ethically but not the Chinese.

Most academics fail in business because they are afraid to take risk. What feasibility means you try to avoid risk and always want to see success shown in books.

Research and feasibility never guarantee success but less failures.

Many good products were screened out because thye failed in the Screening Stage. Gutenbergs printing machine, Edwin de Land's Polaroid cameras, Chester Carlson' first photocopy machine are among such products that failed feasibility test.



Yet these Die-Hard entrepreneurs flooded the world with such impossible products.

4. Experience from South Korea.

When POSCO the big steel plant was planned by General Park Chun Hee of South Korea, World Bank rejected the idea .
 Later the same WB appreciated it after 20 years.

I don't quite agree linking feasibility studies with academics. Yes there are several differences in people who got A and people who got C but those differences are not because of the grades but the other way.

The Branson example and the financier example were when they invested their own money, maybe not accountable for anyone else. But in an organization or country you're not playing with you own money. You have to be accountable. If things go wrong, people will question, just like now and you have to cover your side. If it goes right though, no one will question or even appreciate.

Does not also mean academics are risk takers. There are plenty. Most risk takers aren't the ones who got high grades perhaps.

Above two examples are successes. There can also be failures that were done without proper analyzing.

When Akio Morita , Ibuka and the team made the first tape recorder of Japan they were very happy. They have done the impossible.

Yet they were for a rude awakening. There are no buyers for the product manufactured.

Then Akio decided to sell the product and learn merchandising end. And they did it.

Yes agree with you that we cannot generalize on Risk taking and Academic success.

However I like to emphasize following. At Universities we are taught to how to solve problems.

But those school drop outs learn how to find problems and come to academics to get solution.

This is why many School Dropouts become entrepreneurs and we become consultants.

The other question you raise is the most important FG

That is how can a ruler take Risk on behalf of a Nation ? You can gamble on your own will in your capacity but not on the nation ....

Yest this is why I don't like democracy . The argument above is logical. And hence it block democratically elected leaders from taking Risks but just to maintain the status quo and just survive his short tenure of 4 to 6 years.

On risks with others' money, whether it's democracy or autocracy, the nation's money does not belong to the ruler. Accountability won't be important but consequences are the same. There is a lot at stake specially for a country like ours.

People need to be educated on these aspects. There are many who don't have the concept of savings. There are those who think they own assets, but in reality they are liabilities.
